In the United States, ~30% of the ~600,000 highway bridges are categorized as structurally deficient or functionally obsolete. These bridges should be replaced or upgraded to sustain the transportation needs of the growing public and private sectors of the U.S. economy. It is not uncommon for structures to have advanced levels of corrosion-induced damage where major repair and maintenance works are required. However, the transportation infrastructure may undergo disruption during rehabilitation causing interruption to critical economic public, civil and commercial activities. Several connection details have been developed for the connection of precast cap beams to precast columns in Accelerated Bridge Construction (ABC) applications. Currently, the suggested details involve some form of either reinforcement or portion of the precast column to penetrate inside the cap beam. Such details present many challenges in the field, such as necessitating bundling of reinforcement in the cap beam or creating a congested reinforcement arrangement. Based on the definition given in the AASHTO LRFD Bridge Design Specifications, twin steel box-girder bridges are classified as bridges with fracture critical members (FCMs), in which a failure of a tension member is expected to lead to a collapse of the bridge. However, a number of such bridges with either a partial or full-depth crack in one girder have been reported and are still providing service without collapsing.
