A pilot scale coupled photovoltaic-thermal solar powered desalination system was evaluated at the Brackish Groundwater National Desalination Research Facility (BGNDRF). The pilot system consisted of a 3-kW photovoltaic-thermal (PVT) solar panel array and a 2.3 kW photovoltaic (PV) array coupled with a 4 gal/min single-stage 4 membrane reverse osmosis (RO) desalination system. A heat exchange system was in place to provide simultaneous cooling for the PVT system and heating to the RO system feed water. This system was evaluated with three objectives in mind. Disposal of belt filter pressed digested sludge (known as biosolids) to landfills cost El Paso Water about $1.1 million in the past year. With an increasing population, the amount of influent wastewater to El Paso treatment plants will also increase, resulting in increased biosolids generation and biosolids disposal costs. A method for reducing biosolids transportation cost is biosolids drying.The cost that El Paso Water pays for transporting biosolids to a dedicated landfill facility is based on the weight of the biosolids that are carried. This research investigates the feasibility of desalination of brackish water with electrodialysis (ED), using laboratory testing and mathematical modeling. Several experiments were performed to characterize ion-specific transport and to evaluate tradeoffs between salinity removal and specific energy consumption. A 200 cm2 Ameridia ED stack was used to perform desalination experiments with real brackish groundwater from the Kay Bailey Hutchison desalination plant in El Paso, Texas, and the results showed limiting current density of 160 A/m2 for 5 cm/s. A higher conductivity reduction was observed for flow velocity of 5 cm/s compared to 13 cm/s. Ion transport selectivity (based on relative …

In the Paso del Norte Region along the U.S. Mexico Border, there are more than 5,000 families living in impoverished communities known as colonias that lack access to basic infrastructure services such as a public water system. These depend on hauling trucks that deliver water into their storage tanks. Water storage practices by colonia residents on both sides of the border pose an enormous risk for waterborne disease outbreaks and heavy metal contamination because the water quality can decrease rapidly due to volatilization of the residual chlorine, intrusion of rainfall and air-laden dust. This research develops a methodology to quantify the impact of asphalt pavement conditions on vehicular gas emissions based on statistical analysis to correlate the relationship between asphalt pavement roughness and gas emissions. ANOVA (Analysis of Variance) hypoThesis tests were used to compare the factors affecting the results. The roughness was measured with the International Roughness Index (IRI) using a profilometer provided by TxDOT and the gas emissions were measured with a Portable Emission Measurement System (PEMS).

The research presented here attempts to estimate air pollution concentrations using MOVES and site-specific traffic emissions particularly those emissions surrounding three different air-monitoring stations. The objectives of this research include using MOVES capability to conduct project-level analyses, choosing impact zones to create emissions inventories. Emissions inventories provided by the MOVES model for impact zones within the El Paso county area were used to identify a relationship between air monitoring stations' measured results and emission estimates from a project-level analysis. There are relatively high amounts of ammonia returned to the headworks of a municipal wastewater plant that are extracted from the dewatering process. This ammonia load contributes to a significant oxygen demand in the secondary treatment, requiring greater air blower energy costs. Membrane fouling due to silica precipitation during reverse osmosis (RO) continues to be documented as the most common challenge in attaining stable continuous operation of RO systems across water treatment plants (1). Silica scale precipitation is time dependent and involves multiple steps leading to aqueous polymerization, condensation of polymers to form colloids, and deposition onto a solid surface (2). The objective of this study was to determine whether increasing ozone concentrations in 2012 and 2013 at the Santa Teresa air quality monitor in Doña Ana County, New Mexico were due to a local point source impacting this monitor only or part of a regional phenomenon that affects all the monitors within the Paso del Norte Region. In addition, the study focused on identifying local and regional/long-range source areas contributing transport ozone to the study area (southern Doña Ana County).

The Concentrate Enhanced Recovery Reverse Osmosis (CERRO) Process is a new method to treat RO concentrate and brackish water with high concentrations of silica and calcium sulfate. UTEP and Veolia Water Solutions & Technologies have been demonstrating and commercializing the Zero Discharge Desalination (ZDD) technology as part of a three year project sponsored by the U.S. Bureau of Reclamation. ZDD is able to achieve up to 98% recovery by desalinating brackish groundwater. ZDD is typically comprised of a reverse osmosis (RO) or nanofiltration (NF) system and a unique variation of electrodialysis called electrodialysis metathesis (EDM). In a time of economic recession and drought, the Texas Water Development Board is reviewing alternatives to the current Texas Commission on Environmental Quality requirement of demonstration-scale pilot testing membrane desalination to decrease permitting costs and project construction delays. One alternative is to use engineering judgment with membrane manufacturer's software models to predict membrane performance and ensure that product water quality requirements will be met.
