The small, unmanned aircraft systems (sUAS) sector within the aviation industry is experiencing unprecedented growth. However, the regulatory guidance for the safe integration of sUAS into the National Airspace System (NAS) has not kept pace with this technological growth within the market. A Comparison Of Airport Risks: Unmanned Aircraft Systems (Uas) Sightings, Wildlife Strikes, And Runway Incursions, Cheng Wang, Sarah M. Hubbard

To provide a context for the potential threat of unmanned aircraft systems (UAS) sightings on airport operations, this paper compares the characteristics of UAS sightings with two common airport threats: wildlife strikes and runway incursions. This study analyzed over 60,000 events in a three-year period (September 2016 to August 2019), including 6,551 UAS sightings from the Federal Aviation Administration (FAA) UAS Sightings Report database, 47,574 wildlife strikes from the FAA Wildlife Strike database, and 6,041 runway incursions from the FAA Runway Safety database. Geometric mechanics is a dynamical formalism that allows for simultaneous treatment of rotational and translational motion without the drawbacks of attitude parameterization sets. While geometric mechanics is well suited to deal with full six degree-of-freedom motion or significant position-attitude coupling, this formalism has yet to be extensively applied to hardware systems. This research identifies key state and local government stakeholders in California for drone policy creation and implementation, and describes their perceptions and understanding of drone policy. The investigation assessed stakeholders’ positions, interests, and influence on issues, with the goal of providing potential policy input to achieve successful drone integration in urban environments and within the national airspace of the United States. The research examined regulatory priorities through the use of a two-tiered Stakeholder Analysis Process. Cities of the future will have to overcome congestion, air pollution and increasing infrastructure cost while moving more people and goods smoothly, efficiently and in an eco-friendly manner. Urban air mobility (UAM) is expected to be an integral component of achieving this new type of city. This is a new environment for sustained aviation operations. The heterogeneity of the urban fabric and the roughness elements within it create a unique environment where flight conditions can change frequently across very short distances. The objective of this study was to investigate the potential utility of the Situation Awareness Linked Indicators Adapted to Novel Tasks (SALIANT) methodology as an assessment tool in unmanned aircraft systems (UAS) operations. Eighteen participants completed a UAS scenario (port security) as part of nine two-person crews (pilot and sensor operator). Subject matter experts mapped the naturally occurring team behaviors in the UAS scenario to create a SALIANT checklist, which was then used to rate participants’ SA. Results showed the SALIANT methodology was able to discriminate differences in SA behaviors among the UAS crews. Results also revealed significant correlations between …

The proliferation and extension of unmanned aircraft systems from military to civil and public use applications has rapidly outpaced the safety analysis that is normally associated with the introduction of a new and novel aircraft. Insights into the types of anomalous events associated with accidents and incidents involving civil and public use unmanned aircraft systems operating in the National Airspace System were derived from an information synthesis of archival, publically available reports from the Aviation Safety Information and Analysis Sharing system. A variety of challenges to the successful assimilation of Unmanned Aircraft Systems (UASs) into the National Airspace System (NAS) exists. Aside from technical and legislative challenges, another setback has recently surfaced when the FAA suspended its selection process for UAS test sites due to privacy concerns. This new obstacle has the potential to further delay UAS integration.
