This report documents the working capacity of the Disadvantaged Business Enterprise (DBE) community performing on federal aid highway projects over the last four federal fiscal years 1995- 98. This includes the work performed by Minority Business Enterprises (MBE), Minority Women Business Enterprises (MWBE) , and Women Business Enterprises (WBE) construction firms serving both as a prime contractors and subcontractors. The work of DBE design consultants was not included as part of this study. The impact of five DBE firms who should be graduating from the program is also discussed. Producers are rapidly adopting field curing structures, and several variations in construction methods and materials exist to achieve low cost or low maintenance and long life. One of the construction methods, pioneered by a producer and now being used by others in the state, uses high-tensile wire strands or cable to support the tobacco sticks.

Throughout North America, selected public agencies have been assigned the responsibility for monitoring commercial vehicle traffic to make sure the commercial vehicles operating on public roadways are in safe operating condition, have proper registration and operating authority, are within legal size and weight limits, and have paid all appropriate fees and taxes. To accomplish this goal, all 50 States have established roadside monitoring and enforcement programs.

The purpose of this study was to revise and update the existing Rainfall Intensity- Duration-Frequency (IDF) Curves for the Commonwealth of Kentucky. The nine curves that currently govern Kentucky are based on data from First-Order Weather Stations in and around Kentucky. However, the new curves only utilize data from within the State. The data was gathered from both First Order and Co-operative Weather Stations. In accordance with Bulletin 71, the new curves reflect the climatological zones located within the state, thus producing only four IDF curves.

These practices benefit the transportation industry by experimenting with methods different from the traditional methods. This allows for growth and the adoption of procedures that provide higher quality and a better benefit to cost ratio.

An Advanced Traffic Management System (ATMS), referred to as TRIMARC (Traffic Response and Incident Management Assisting the River Cities), was installed in the Louisville, Kentucky and southern Indiana area. The objectives of this research were to first evaluate the existing practices regarding driver license renewal, driver retesting, and medical review board procedures and then identify and recommend methods that would improve these processes. The analysis of the Medical Review Board process indicated that, while it operates at an acceptable level in major urban areas, it is almost non-existent in most areas of the state. A brochure describing the process was developed for distribution to physicians. There is a universal agreement among researchers that vision has a significant role in driving performance and that visual abilities deteriorate with age. It …

This report summarizes the results of a phone survey which evaluated the user satisfaction of the telephone traveler information service, ARTIMIS, in Cincinnati/Northern Kentucky. Information was also gathered on the users preference for a 3 versus 7 digit access number, use patterns, and user characteristics. The sample was obtained by intercepting calls to the service during Winter 1999. Users rated the service high. Common suggestions for improvements included longer hours of operation and coverage of more roads suggesting the service is valuable to its users. The travelers perceived that they benefited most by avoiding traffic problems, saving time, and reducing …

Kentucky Transportation Center Research Report

This report summarizes the evaluation of truck route access between the National Highway System and 46 truck generating sites, including intermodal sites, throughout Kentucky (includes 81 routes and 800 miles of highway). Routes were evaluated quantitatively for nine highway features, assigned an overall route rating and recommendations for routine maintenance and re-construction were made. The level and quality of truck access to the NHS varies dramatically throughout the state. Some facilities are between 25 and 50 miles from the NHS. No significant difference in route ratings or other measures was found by geographic location. The different typography throughout the state …

The objectives of this study were to monitor and evaluate the Kentucky Transportation Cabinet's Road Weather Information System (RWIS). Six systems were installed and all became operational in November 1997. Each site includes sensors which measure temperature, precipitation, relative humidity, wind speed, pavement temperature, surface condition, and chemical concentration. The data can be accessed remotely using a Windows-based software program. The data are also stored in a central database for future use. The accuracy of the system was evaluated through comparison of atmospheric data with airport data and through site observations of surface condition, pavement temperature, and air temperature. The primary objective of this study was to analyze the concrete pavement system under nonlinear temperature distribution and vehicle wheel loading. The jointed concrete pavement system consists of concrete slabs with transverse and longitudinal joints, dowel bars (across transverse joints), tie bars (across longitudinal joints), subbase and subgrade soil. Unfortunately, very little quantitative information on the number of cyclists or their travel patterns has been collected in Kentucky. This report documents the analysis methods used to develop the Equivalent Single Axle Load (ESAL) forecasting program for Superpave projects. In addition, this report discusses the procedures used in the ESAL forecasting program to forecast ESALs in the design lane for pavement resurfacing/overlay projects which are consistent with the Superpave process of asphaltic mixture design.

A method is provided for reducing the amount of wear particulates generated by a total joint orthopaedic implant. The implant consists of two matched articulating components wherein at least one of the components is made of polymer or other material with similar physical properties. The method includes the steps of placing the total joint orthopaedic implant in a fluid bath and articulating the implant in the fluid bath for at least 1,000 cycles. The objectives of this research study were to conduct a detailed analysis of truck accidents and recommend countermeasures to reduce the number and severity of this type of accident. Police reports for fatal accidents in which a truck was involved were reviewed for the period 1994 through 1997. Each accident report was reviewed and classified into types of accidents and causative factor categories. The most common accident involved another vehicle crossing the centerline into the path of a truck. The primary causative factor was related to the actions of the other driver, rather than the truck driver, in nearly two-thirds …

In early January of 1999, approximately 15 miles ofl-75 in Scott County began to rapidly deteriorate. The existing pavement exhibited several potholes and delaminations. The worst section of deterioration fell approximately between milepoints 125 and 133.

In the latter part of January, the condition of the highway had declined to the point thatcorrective action was necessary. The worst sections were milled and patched with hotmixasphalt (HMA). Despite this temporary improvement to the pavement condition, adesire developed within the Department to investigate the cause of the deterioration inorder to prevent a future similar occurrence.

In February of 1998, the Kentucky Transportation Cabinet requested that the Kentucky Transportation Center investigate excessive deflection occurring in three aluminized Type 2 corrugated metal pipe culverts installed during the realigning and widening on KY 55. The pipes were initially inspected in February 1998. The embankments were only 50 percent completed and in several locations only one-half of the total length of the culvert had been installed, The scope of this project was increased after excessive deflections were observed in other structures throughout the project.

Methods for germination and initial growth of tobacco have changed rapidly in recent years, moving from outside float beds into double-layer plastic greenhouses. Typically, these "tobacco greenhouses" consist of sidewall curtains, which run the entire length of both sides of the house. They may also have modest mechanical ventilation.

Ventilation of greenhouse structures is a mature field, with engineering practices for proper design given by numerous organizations including ASAE. In this article we briefly outline the important features of ventilation of concern to tobacco greenhouse operators.

Kentucky Transportation Center Research Report

The Freight Movement and Intermodal Access in Kentucky Study (SPR 98-189), undertaken by the Kentucky Transportation Center (KTC) on behalf of the Kentucky Transportation Cabinet (KYTC), has two main objectives. These objectives include 1) the evaluation of access for trucks between intermodal or other truck generating sites and the National Highway System (NHS) and 2) furthering the understanding of freight commodity flows throughout the state. This report summarizes the access evaluation for one facility located in Henry County in the KIPDA Area Development District (ADD) and KYTC Highway District #5.
