Research is currently being conducted to enhance the existing pump-and-treat remediation strategy at the Petro Processors, Incorporated site (PPI)-a petrochemical disposal site consisting of two locations in East Baton Rouge Parish (Louisiana). Monochlorobenzene, a biodegradation byproduct of hexaclorobenzene, is a toxic chemical prevalent at the site; the diffusivity of monochlorobenzene is being studied through desorption experiments. The objective of soil desorption experiments is to determine soil-water distribution or partition coefficients. Partitioning is the distribution of solutes between two phases such as solid phase and a liquid (aqueous) phase. The derivation of acceptable partition coefficients "are used in [models] to determine …

The closed basins area, which includes parts of Day, Marshall, Roberts, Codington, and Clark Counties, in northeastern South Dakota, was declared a Federal Disaster Area in 1990. Under the sponsorship of Region 8 of the Federal Emergency management Agency, an interagency study team was formed to conduct an interdisciplinary scientific investigation of the flooding n the closed basins area. Transportation Research Center: Public Perception of Midwest Pavements
This report covers Phase II of a three-phase pooled-fund project in Wisconsin, Iowa and Minnesota, to determine the perception/satisfaction levels of the driving public and how they correlate with the states’ physical data bases used to determine priorities for pavement improvements on rural, two-lane highways. In addition, policy issues of trust and improvement trade-offs are addressed.
In Phase I, six focus groups were conducted in each state to determine the beliefs and issues about pavements that could be used to draft statewide questionnaires. Focus groups were held during the last half of 1996 in all three states. From the focus …

This report provides information on revenues, distributions, and expenses of state and local governments for highway, road, and street work. Since the Motor Vehicle Highway (MVH) and Local Road and Street (LRS) Accounts are the principal source of funds for local road or street construction and maintenance operations, this summary may be used to see the trends in income sources and in the expenses charged to the funds prior to their being distributed to the highway, road, and street agencies.

EXECUTIVE SUMMARY
A devastating flood in Red River valley in 1997 emphasized the need to study the flood control measures in the Red River basin using state of the art modeling tools. The Red River and its floodplains can be modeled using one-dimensional, quasi two-dimensional or fully two-dimensional hydrodynamic models. Each modeling approach has its own advantages and limitations. The main purpose of this report is a comparison between one-dimensional (or quasi two dimensional) and fully two-dimensional hydrodynamic modeling approaches for modeling floods in the Red River basin.

Finite element analysis depends greatly upon a high-quality mesh to be able to provide reasonably accurate answers to engineering problems. Models that need to be analyzed using finite element analysis are becoming increasingly more complex, and correspondingly harder to mesh with good quality. Skew is one quality metric which can cause problems with finite element analyses. This thesis explains how skew is calculated, discusses two common sources of skew: multiply-linked surfaces with interval constraints, and biased edge meshes. Two methods of lessening skew in surface meshes are then presented: the skew control algorithm, and the curve morphing algorithm. These algorithms …

This report summarizes the results of a random telephone survey of households in the Greater Cincinnati and Northern Kentucky Area. The objective was to determine awareness of the traffic management center and its telephone travel information service. A secondary objective was to determine the public's preference for dialing and recalling phone numbers for travel information. The survey found that 39% were aware of a traffic management center while 55% were aware of a telephone traffic information service. Awareness varied by work location, household characteristics and personal attributes. Some households that could potentially benefit from the service were unaware of its …

There has been discussion of various types of legislation which may be proposed in the 2000 Kentucky legislature. Nutter Center of the Wright State University. The role of the composition of surface-coating materials in controlling trace metal adsorption in aquatic environments was investigated using natural biofilms that developed on glass slides in three New York State lakes and a water-supply well. Adsorption isotherms were obtained for Pb binding to each of the biofilms in solutions with defined Pb speciation at 25°C and pH 6.0, with Pb concentrations ranging from 0.2 to 2.0 μM. Adsorption isotherms for Pb binding to laboratory-derived metal oxides and surrogate organic materials were determined under the same conditions. An improved capacity‐demand‐diagram method that uses the well‐known constant‐ductility design spectrum for the demand diagram is developed and illustrated by examples. This method estimates the deformation of inelastic SDF systems consistent with the selected inelastic design spectrum, while retaining the attraction of graphical implementation of the ATC‐40 Nonlinear Static Procedure. One version of the improved method is graphically similar to ATC‐40 Procedure A whereas the second version is graphically similar to ATC‐40 Procedure B. Transportation Research Center: Feasible Pavement Design Alternatives
The current pavement design and selection process of WisDOT for all new pavements or reconstructions of existing pavement structures provides for the design of one asphaltic concrete (AC) and one portland cement concrete (PCC) pavement alternative. Life-cycle costs analyses are then used to determine the preferred alternative for construction. Previous restrictions in the WisDOT pavement selection process have essentially excluded the construction of thick AC (AC thickness > 150 mm) and thin PCC (PCC thickness < 225 mm) pavements and thus the validity of current life-cycle cost inputs for these pavement types is under question.

This report presents the seismic evaluation of the US41 Northbound bridge over the Ohio River connecting Evansville, Indiana and Henderson, Kentucky. The main bridge is a four-span cantilever through-truss type. The approach bridge has 8 spans on the Evansville, IN side and 35 spans on the Henderson, KY side. Although this bridge has not yet been subjected to a moderate or major earthquake, it is situated within the influence of the New Madrid and Wabash Valley Seismic Zones.

The ADAPTIR system (Automated Data Acquisition and Processing of Traffic Information in Real Time) uses variable message signs (VMS) equipped with radar units, along with a software program to interpret the data, to display appropriate warning and advisory messages to motorists approaching a work zone when certain speed and delay thresholds are met. The overall conclusion of the evaluation is that the ADAPTIR type system is an effective method to provide real time information to motorists approaching a work zone. The objective of this study was to establish 1999 safety belt and child safety seat usage rates in Kentucky. The 1999 survey continues to document the results after enactment of a statewide mandatory safety belt law in 1994. Data were collected at 200 sites spread across Kentucky. Data from the individual sites were combined into a statewide percentage considering function classification, geographic region, and vehicle miles traveled.
The data show that the usage rate increased in 1999 after a few years where the rate had remained at a stable level below the highest value which occurred in 1994 immediately after …

The results of a study of over 400 projects completed by the Texas Department of Transportation over 5 years are presented. The objective was to compare the performance of construction projects on which formal partnering agreements had been executed with projects that had been completed without partnering and measure the benefits due to partnering. The data was collected by 20 different aspects, from cost and time growth to the amount of previous experience.

Approximately 93 percent of all pavements in the United States are surfaced with hot-mix asphalt (HMA). For many decades, most asphalt pavements were designed using the Marshall mix design method. In 1987, the Strategic Highway Research Program was established with 50 million dollars being allocated for asphalt pavement research. From that research, a new asphalt mix design procedure, called Superpave, was developed. Many states have adopted, or are in the process of adopting, this procedure, including Kentucky.
