A new approach for testing incident detection algorithms has been developed and is presented in this thesis. Two new algorithms were developed and tested taking California #7, which is the most widely used algorithm to date, and SVM (Support Vector Machine), which is considered one of the best performing classifiers, as the baseline for comparisons. Algorithm #B in this study uses data from Vehicle Re-Identification whereas the other three algorithms (California #7, SVM and Algorithm #A) use data from a double loop detector for detection of an incident. Connected vehicles (CVs) will enable new applications to improve traffic flow. The focus of this dissertation is to investigate how reinforcement learning (RL) control for the variable speed limit (VSL) through CVs can be generalized to improve traffic flow at different freeway bottlenecks. Three different bottlenecks are investigated: A sag curve, where the gradient changes from negative to positive values causes a reduction in the roadway capacity and congestion; a lane reduction, where three lanes merge to two lanes and cause congestion, and finally, an on-ramp, where increase in demand on a multilane freeway causes capacity drop. One of the most fundamental tasks when it comes to analyzing data using statistical methods is to understand the relationship between the explanatory variables and the outcome. Misclassification of explanatory variables is a common risk when using statistical modeling techniques. In this dissertation, we define ‘misclassification,’ as a response that is reported or recorded in the wrong category; for example, a variable is registered as a one when it should have the value zero. A key methodological and behavioral innovative component in recent Activity-Based Models (ABMs) used for transportation planning is the household-level non-mandatory activity participation component. While traditional ABMs use a series of simple models to predict non-mandatory activity participation decisions in a sequential manner (which is often not correct), the Multiple Discrete Continuous Extreme Value (MDCEV) model can model both individual and joint non-mandatory activity participation and time allocation decisions in different out-of-home activities of all household members simultaneously. In recent years, the New York City metropolitan area was hit by two major hurricanes, Irene and Sandy. These extreme weather events disrupted and devastated the transportation infrastructure, including road and subway networks. As an extension of the authors' recent research on this topic, this study explored the spatial patterns of infrastructure resilience in New York City with the use of taxi and subway ridership data. Neighborhood tabulation areas were used as the units of analysis. Optimized road maintenance planning seeks for solutions that can minimize the life-cycle cost of a road network and concurrently maximize pavement condition. Aiming at proposing an optimal set of road maintenance solutions, robust meta-heuristic algorithms are used in research. Two main optimization techniques are applied including single-objective and multi-objective optimization. The impact of the trucking transportation network flow was modeled for the southern United States. The study addresses a gap in existing research by applying a Bayesian logistic regression and Geographic Information System (GIS) geospatial analysis to predict biorefinery site locations. A one-way trucking cost assuming a 128.8 km (80-mile) haul distance was estimated by the Biomass Site Assessment model. The "median family income," "timberland annual growth-to-removal ratio," and "transportation delays" were significant in determining mill location. Schedules often conflict in the rail transportation industry. Operations managers assign resources and make scheduling decisions with no visibility of the revenue, cost, and profitability characteristics of the route they are manipulating. Transit speed decisions focus on ensuring trains safely reach their destination on time with little regard given to the actual service needs of the customer. High-occupancy toll (HOT) lanes—an increasingly popular solution for congested roadway networks—give drivers the option to access express lanes. The cost of entry often varies with demand, although no standard method of optimizing these price points exists. Using the principles of a Vickrey auction that incentivizes true-value bids, this paper proposes a tolling system that uses vehicle-to-infrastructure technology to optimize toll operator revenue with HOT lane usage. Traffic incidents cause a ripple effect of reduced travel speeds, lane changes, and the pursuit of alternative routes that results in gridlock on the immediately affected and surrounding roadways. The disruptions caused by the secondary effects significantly degrade travel time reliability, which is of great concern to the emergency planners who manage evacuations. Most of the studies to explore the impact of distracted driving have been descriptive in nature; i.e. the research is conducted in naturalistic settings to evaluate the performance of the driver with and without distracters. Previous macro-level studies show that the condition of the pavement is associated with roadway safety. However, this premise has not been examined on a micro-level using detailed pavement distress variables (PDVs). The application of a gravity model in freight modeling work on both short-haul and long-haul trips is discussed. A commodity-based gravity model was developed to assess the distribution of freight by long-haul trucks in southeastern Virginia. Transportation is one of the biggest contributors to the destruction of the environment. Results from environmental research and pursuant governmental regulations are changing the way companies do business and how transportation systems address the future. The Environmental Protection Agency (EPA) has been at the forefront in leading environmental research and instituting policies and regulations to fight the issues impacting the environment. The purpose of this paper is to provide insights regarding the implementation of using Project Risk Management (PRM) and Decision Analysis (DA) in managing projects for complex systems such as maritime vessels. The PRM approach apprehends many forms of risk both internal and external within a given project and assists the manager in determining the level of importance of each individual project phase and component to optimize project success.
