Schedules often conflict in the rail transportation industry. Operations managers assign resources and make scheduling decisions with no visibility of the revenue, cost, and profitability characteristics of the route they are manipulating. Transit speed decisions focus on ensuring trains safely reach their destination on time with little regard given to the actual service needs of the customer. Although all customers want on-time deliveries, few actually pay a premium to garner this level of preferential treatment. Operating in this type of environment results in decisions that severely erode profits.

Probe vehicle data are increasingly becoming the primary source of traffic data. As probe vehicle data become more widespread, it is imperative that methods are developed so that traffic state estimators such as flow, density, and speed can be derived from such data. In this dissertation three different methodologies are proposed for predicting traffic flow or volume on a freeway. All of the proposed methodologies exploit several different traffic flow theories in conjunction with probe vehicle data to predict traffic flow. Crash frequency modelling has been used in the past as an attempt to quantify the expected number of crashes occurring on a certain segment of roadway given a set of variables and factors describing the roadway segment and the traffic along that segment. These models are referred to as the Safety Performance Functions (SPFs) in the Highway Safety Manual (HSM). Road transportation networks are a segment of society's critical infrastructure particularly susceptible to service disruptions. Traffic incidents disrupt road networks by producing blockages and increasing travel times, creating significant impacts during emergency events such as evacuations. For this reason, it is extremely important to incorporate traffic incidents in evacuation planning models. Emergency managers and decision makers need tools that enable rapid assessment of multiple, varied scenarios. Crowds are a part of everyday public life, from stadiums and arenas to school hallways. Occasionally, pushing within the crowd spontaneously escalates to crushing behavior, resulting in injuries and even death. The rarity and unpredictability of these incidents provides few options to collect data for research on the prediction and prevention of hazardous emergent behaviors in crowds. This study takes a close look at the way states of agitation, such as panic, can spread through crowds.
