The US military can no longer afford to be reactive, leaving critical cost analyses to the months and years following operations or full-scale conflicts. By leveraging cost in wargaming as part of the Joint planning process, DOD can provide Congress and the American taxpayers a range of potential costs associated with various military engagements that reflect fiscal and operational realities.

This report provides an assessment and recommendations for the systems engineering educational programs at the Air Force Institute of Technology (AFIT). The Air Force needs in systems engineering education are briefly summarized, followed by an analysis of the educational program at AFIT. Based on the assessment of AFIT's program, a set of recommendations are given for improving the programs and their utility to the Air Force. Appendices to the report contain additional information on the AFIT programs and an assessment of other graduate systems engineering programs in the US.

This research is based on the Air Force and AFIT balancing mission requirements of personnel needed for duty and training airmen in advanced studies. Currently, over 50% of AFIT students do not meet AFIT entrance requirements. The purpose of this research was to examine criteria to determine its predictability of graduate success, as measured by graduate GPA, as well as determine whether performance is different for students who require criteria to be waived. Current AFIT eligibility criteria include undergraduate GPA, GRE test scores, or GMAT test scores. Recognizing that a strong commitment to advanced technical and management education (Van Scotter, 1993, p. 1) serves to maintain the capability and strength of the United States Air Force (USAF), the Air Force Institute of Technology (AFIT) Graduate School of Engineering and Management (GSEM) offers a full-time, eighteen-month, Graduate Engineering and Environmental Management (GEEM) program to military officers and Department of Defense (DoD) civilian employees. This research examined the admissions criteria used by the Air Force Institute of Technology (AFIT) to determine academic eligibility for the in-residence Graduate Cost Analysis (GCA) master's degree program. Using the cumulative graduate grade point average earned at AFIT as the measure of academic performance, comparisons were made between the predictive capability of the current criteria and other potential factors. The administration desired an expedient approach for course scheduling which supports the institute's mission of "providing scientific and technological education" to officers from all branches of military service, as well as international military forces. This study assessed the appropriateness, to the Royal Australian Air Force RAAF, of a graduate professional program in Information Systems (IS) based on the Association for Computing Machinery’s ACM curriculum model. The ACM curriculum model is an archetype of graduate education in IS. Programs based on this model produce graduates with knowledge, skills, and abilities (KSAs) that are required by IS practitioners. The usefulness of twenty KSAs that underlie the ACM curriculum model were evaluated by 33 incumbents of RAAF information Systems Agencies and Directorate of Communications and Information Systems - Air Force.
