1. VTC has been using the Manpower Requirement Approach (MRA) for projecting disaggregate sectoral employment by skill/occupational group. The whole exercise comprises isolated studies of the 25 economic sectors based on employers’ perception of possible trends. 2. Labour Market Analysis (LMA) differs from MRA in terms of both focus and data requirements. LMA focuses on information from all players in the labour market, uses primary as well as other available secondary data, and analyzes data using also econometric models. 3. The Virtual Training Center (VTC) integrates the ideas of media-based learning environments into the idea of the learning platform which has increasingly influenced theoretical discussions at international congresses (e.g. Learntec 2000, Karlsruhe, see www.learntec.de). The VTC simulates a training center in the web and serves as a platform of internet or intranet based courses and self-learning media. Seminars and workshops can be held, media and documents can be worked on and administered and know-how can be exchanged. The basic idea of the VTC is to create a web-based infrastructure which shelters all possibilities of web-based teaching, learning and training.

States in the Caribbean Community (Caricom) are exploring regional integration of TVET as a means of improving the quality of training to enable improved worker performance and labour market mobility of workers in the region. This involves reaching a consensus on (1) the basis for design of training programmes, e.g. the approach to standards, use of ompetency-based approaches, etc., and (2) the framework for recognition and certification of trainees/workers that facilitates upward mobility and lifelong learning. Current efforts to achieve regional integration are discussed with issues and problems highlighted for discussion.

As our economy is moving towards knowledge-based post-industrial era, graduates need to re-equip themselves to meet with rapidly changing expectations of employers and society. Vocational education institutions also need to provide a seamless learning experience to students and enhance their lifelong learning abilities. General education should form an integral part of the total education experience, instead of ad hoc extra-curricular activity. As discrimination and hazardous working conditions have been constituting social costs in the Hong Kong economy, legislative progress in enforcing equal opportunity, safety and health at work becomes obvious with the enactment of discrimination ordinances and the Occupational Safety and Health Ordinance in 1997. Educational programmes were being conducted for students to realise such social responsibility soon after they graduate. The evaluation of the educational programmes is based on the empirical data collected after the delivery of educational packages.

Adapting The System Of Continuing Vocational Education For The 3rd Industrial Revolution: Experiences From The Swedish Pilot Project With Ave, Mats Lindell

This paper analyses problems associated with adapting the system of continuing vocational education (CVT) to the rapidly changing Swedish labour market. The key question asked in the paper is how CVT is going to adapt to a labour market characterised by a growing ITeconomy. The paper also presents empirical data from the pilot project in Sweden called Advanced Vocational Education. AVE is a new form of post-secondary education designed to meet changing technology and skill requirements. The paper concludes that AVE is a step in the right direction in decreasing the gap between demand and supply.

Using the Diagnostic and Statistical Manual of the American Psychiatric Association (DSM-IV 1994). This thesis was written as part of a process to secure funds for developing a "Preparatory Vocational Education" training academy for entry-level "Irrigation Technicians." Research revealed that funding for vocational program development was being awarded to "All-inclusive" or academy-style programs. These programs provide instruction necessary for students with zero experience to compete as entry-level journeymen. This project is based on a partial proposal draft for a U.S. Department of Labor Grant.
