Technical Vocational Education and Training (TVET) was institutionalized by the Philippine government in order to fill in the gaps left by the higher education system in transitioning students to the formal workforce. In this study I deployed quasi-experimental methods to explore the effect of the implementation of a statewide free-college program, Tennessee Promise, on enrollment in postsecondary career and technical education programs. State policymakers implemented the Tennessee Promise, a free-college program for recent high school graduates attending public, two-year institutions, in 2015. As postsecondary attainment in the United States falls short of workforce needs, there has been an increased focus on postsecondary career and technical education credentials and degrees linking workforce needs directly with educational programs (Lumina, 2019; Perkins V, 2019). This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …
