Mandatory Continuing Education: Does It Really Protect Society From Incompetent Health Professionals, Patricia A. Mcpartland

Although the focus is narrow, this article argues that, in the face of short half-lives of current knowledge, continuing education requirements are needed and suggests possible improvements in the way that continuing education is implemented. While the issue is not explicitly addressed, readers might ponder whether such requirements might be profitably extended to other disciplines.

PROBLEM:
Many members of business organizations rely on an abundance of materials to learn about leadership education or training. Relying solely on these materials can be costly, and are probably only semi-related to leadership education or training. An alternative, often less costly, and with some semblance of relatedness, might be higher education. The purpose of this study is to examine whether four-year colleges and universities can provide the type of leadership education or training currently being sought by business organizations.

In 1979, President James E. Carter signed into law the thirteenth Cabinet-level office, the Department of Education. Although the United States has had a department, bureau, or office of education since 1867, the newly established Department of Education gave education a seat at the Cabinet table. Since that time, four individuals have served as secretaries: Shirley M. Hufstedler, Terrel H. Bell, William J. Bennett, and Lauro F. Cavazos. Examined in this study were the importance of leadership styles and educational philosophies as exhibited by the four secretaries. Having come to the end of a ten-year study of Belize developing libraries, the Belize government asked for a survey of all the tertiary school libraries within the country. The government purpose centered around the number and caliber of staff, book/journal collections, student use and adequacy of the facility housing the collections. When adequacy of any of the above failed criteria, they asked for recommendations for improvement within the eleven schools visited. Thanks to the United States Information Agency’s Academic Specialist Award, the study, followed by training workshops, took place from February 3-6, 1990. Text of the entire study follows.

The information explosion in our technologically oriented society has brought with it a shortened time span of cultural and factual knowledge change in each succeeding decade. Thus, professionals being educated in graduate Adult Education/Human Resources Development programs as teachers and for other roles need a lifelong learning perspective to prevent their becoming obsolete. These graduate programs have increased in North America from approximately thirty in 1960 to more than three hundred in 1990. However, a question remains for those who seek to serve these needs. The evaluation of academic programs has always been a complex and sensitive issue. Evaluations are undertaken to determine which programs will survive in an era of straitened economic circumstances, to gain or maintain accreditation, or to tell us how our programs can be improved. They may apply some normative standard of quality, 0r address an academic program's unique situation and mission. They may include the following: review of budget, evaluation of staff, description of the program's operation, demonstration of faculty and student satisfaction, or measures of what students have learned.
