A Case Study Of One Small Christian College Overcoming Decline And Implementing An Institutional Turnaround, Richard H. Johnson

Numerous studies and national data show a growing number of small, private, Christian colleges face extreme difficulties, which often result in decline, followed by closure or merging with larger, higher education institutions. Attempting to overcome the loss of student revenue from a declining enrollment, many small colleges raise tuition prices, spend endowment funds, and overextend themselves with high debt payments. Countering the increased tuition prices, these colleges often increase scholarships and financial aid, which reduces available funds for other institutional needs. With the increased use of performance funding in Tennessee and many other states, it is imperative that administrators strategically budget to meet performance outcome goals. Leaders at top performing American universities share the fundamental belief that the faculty is the engine of quality within the university and that supportive leadership can fuel it. Academic administrators who function as supportive leaders help create the interpersonal, institutional, and financial conditions necessary to support high levels of performance by members of the faculty. This paper discusses and illustrates supportive leadership in top performing American universities in order to stimulate dialogue about whether and how supportive leadership can be fostered in Indonesian institutions of higher education.

John Smith is the superintendent of Green Hill Public Schools. This case study follows John through the whole budget process from July 2011 to July 2012. An interpretative perspective was used to tell his story. Ten interviews were given from October 2011 to July 2012. Newspaper articles and the minutes from meetings were analyzed and used as discussion items in the interview questions. This study was an analysis of how he made his budget decisions in a time of fiscal constraint and the role values played in the budget decision making.
