This report Is the major outcome of the project Evaluating the Key Competencies In the Arts conducted by the National Affiliation of Arts Educators (NAAE) and the Australian Council for Educational Research (ACER) on behalf of the Commonwealth Department of Employment and Education, Training and Youth Affairs (DEETYA). The report uses the voices of arts teachers to show how the key competencies may have a generic function across the five arts areas and to explain how the construct of 'competency' makes sense In the arts field.

The purpose of this study was to determine (a) the types of assessment formats that are being used in classrooms today,; (b) if a significant difference exists between general education and special education teachers' choices of assessment formats,; and, (c) if teachers' assessment training background correlated with the number or type of assessment formats chosen. One hundred thirty two middle school general and special education teachers from the state of Virginia were surveyed with a 22-item survey to determine how often each teacher used certain assessment formats in their classrooms.

Report 1996-02: Development, Progress, and Accomplishments of Institutional Assessment at Western Washington University-1990 to 1996 The fall of 1996 marked six years of assessment efforts at Western. In December, 1996, the Office of Institutional Assessment and Testing produced a six-year retrospective of its work. The original purpose of the Washington State's assessment movement was to improve the quality of programs and provide performance accountability. These basic tenets have changed little in six years. Moreover, assessment did not just begin at Western in 1990. Several areas are often identified as barriers to the academic achievement of African American males. They include racial inequality, segregation between schools, segregation within schools, cultural insensitivity to learning styles, the theory of cultural deprivation, teacher/student interaction, and the discipline of African American students. The study was conducted in a Midwestern school with a predominantly African American student body and faculty at the end of the final grading period before graduation. This study of 12th-grade males sought to determine if the climate of an African American high school with African American administrators and faculty would enhance the achievement of African …

This report is about student-workers. The youthful part-time workers encountered in supermarket delicatessens, hot bread shops and fast food stores throughout Australia in the 1990s are very likely to also be full-time secondary school students. Over the past two to three decades, the increasing number of students who combine study at school with part-time employment outside of school hours has been widely observed, although estimates of how many school students have jobs vary greatly. Furthermore, while the trend has been well recognised, its implications have frequently been overlooked. Consideration of the student-worker phenomenon gives rise to a number of questions …

Western has an access problem. While more students than ever want to come to Western, more students than ever are having to be turned away. There simply isn't the space. Fueled by the University's continued emphasis on academic excellence, regular placement among regional "best" in national publications, and the population influx known as the baby boom echo, Western has been inundated with the state's college-bound population. The Washington State Legislature, the Higher Education Coordinating Board, the Office of Financial Management-these bodies plus average citizens are hopeful that Western can address the access issue and let more students in. Western's recreational facilities, espe¬cially indoor facilities, fall notably short of those of the other regional universities and of that which is typical of well-funded private universities. On the other hand,"Western students have selected to attend Western, we know them to be very active in intramurals, and they express extremely high satisfaction with Western and with Western/Bellingham as a place to live. The goal of this brief issue of Focus is.to report our findings concerning the relative student demand for various possible extensions of library hours. Western's libraries have received requests and suggestions concerning the extension of library hours. The need to balance service to Western students against the cost of extending Wilson Library's operating hours called for additional information. At the request of the Acting Director of Libraries, Marian Alexander, the Office of Institutional Assessment and Testing and the Office of Survey Research undertook a brief survey to examine the likely value to students of various possible additions to library hours. …

For some time, senior logistics leaders have been concerned that logisticians with experience in only one logistics function are unable to create and maintain an integrated, seamless logistics system. The Air Force has recently decided to consolidate logistics career fields at the Field Grade level to ensure future Logistics Group Commanders and other senior logisticians have the broad-base of skills, experience, and knowledge that is needed to effectively manage logistics activities. This follow-on research investigated the educational processes employed by universities to enable their students to comprehend and apply Total Quality principles. The results of this research are intended to be used by Department of Defense institutions of higher education as a current guide to help them adopt practices which will enable their students to comprehend and apply Total Quality in their future assignments. The relative cognitive impacts on Black students' attendance at historically Black versus predominantly White colleges were investigated. Controlling for individual precollege ability, average precollege ability of the students attending each institution, gender, socio-economic origins, academic motivation, age, credit hours taken, work responsibilities, place of residence, and types of coursework taken, Black students attending the 2 Black colleges did as well or better than their counterparts at the 16 predominantly White institutions on standardized measures of writing skills and science reasoning administered at the end of the second year of college.

To help examine the recent downturn in school completion rates in Australia this report makes use of two sources of data. The first is from the Schools Australia series published by the Australian Bureau of Statistics (ABS). The figures provided by this series are compiled from enrolment information collected from schools by individual state and territory departments of education as well as by the Commonwealth Department of Employment, Education, Training and Youth Affairs. The figures provide aggregate information on school retention and participation by state and school system. The second set of data is from the Australian Youth Survey which …

In May, 1995, the National College Health Risk Behavior Survey-developed by the Centers for Disease Control and Prevention (CDC)-was mailed to 1,000 randomly selected Western Washington University students. The final tally of completed forms was 482, a 48.2% survey response rate. The National College Health Risk Behavior Survey was established by the CDC to monitor the prevalence of behaviors most influencing the health of college students. In addition to Western students, the survey was administered to over 10,000 representative college students nationwide. (Baseline data from that administration was not available at the time of the publication of this report). The …

The context of teaching has dramatically changed over the last several decades following two national waves of educational reform. Researchers have focused attention on the social restructuring of schools (Liebermann, 1992) and appropriate leadership strategies, such as transformational leadership (Leithwood, 1993; Sergiovanni, 1990), for achieving comprehensive changes leading toward increased school effectiveness. Leadership that can stimulate "bottom-up" participation from teachers and principals in efforts to restructure schools has been recommended (Rowan, 1990; Sergiovanni, 1994). Program admissions committees seek students who will perform the best, didactically and clinically, completing the program and demonstrating the potential to pass the professional exams. The purpose of this study was to examine how undergraduate students interpret the items on a faculty evaluation instrument. Most research on faculty evaluation is quantitative (Marsh and Bailey 1993). Our first study was also quantitative. After we produced a profile of quantitative ratings of faculty by students across all departments in our university in an earlier study, we wanted to go beneath the numbers to their meaning. We designed the present qualitative study to investigate what the items on that form meant to students.

Annual earnings continue to be unequal across gender and racial lines. One reason for this disparity is occupational segregation, the overrepresentation of women and minorities in lower-paying jobs and occupations. This study involved an investigation of what could be considered the roots of subsequent occupational segregation among male and female minority and male and female non-minority first-year college students in relation to college major. A measure of preoccupational segregation was quantified through the use of the Duncan Dissimilarity Index. Findings indicated that preoccupational levels of segregation in the form of selection of college majors are not as prevalent as those …
