Examining How Black Administrator Employment Decisions Are Impacted By The Behaviors Of Supervisors, Annie Wilson Whitaker

The purpose of this phenomenological study was to understand how Black, public school administrator employment decisions are impacted by the behaviors of supervisors in Virginia. Commonalities among the lived experiences of Black, public school administrators were examined in order to identify specific behaviors which impact employment decisions.

Transcendental phenomenological qualitative research design was utilized. Participants were identified through gatekeeper introductions and then narrowed through snow-ball sampling. Data was collected through open-ended face-to-face interviews with 12 Black, public school administrators in Virginia via a secure online platform. It is important for teachers to have a high sense of self-efficacy, as it is one of the prime motivational forces influencing student learning, teacher quality, and in turn, overall success (Curry, 2015; Hattie, 2009; Klassen & Chiu, 2010). Teachers with high self-efficacy work harder, are more involved in learning, and have higher assurance (Bandura, 1994). For these reasons, it is imperative to study the influencers of teacher self-efficacy. This study is a program evaluation of the effectiveness of teacher evaluation practices in a small suburban elementary school district in Illinois from 2017-2019. The primary research question explored in this program evaluation is whether and to what extent the teacher evaluation process is changing teacher practices in Washington School District 25. Employing a qualitative research methodology, with data gathered from teacher interviews, school administrator interviews, and document analysis, this study identified several key components to the improvement of instructional practices for teachers. The recent Massachusetts Educator Evaluation Regulations (CMR 35.00) articulates goals that include growth and improved performance by teachers. Despite this stated goal, however, it is unclear if the policy is consistent with transformational leadership, which has shown correlation with growth and performance. In fact, the policy may instead bring about unintended consequences associated by some with evaluations in general, such as promoting “inspectional and fault finding supervision . . . [that] has serious consequences for the improvement of teaching and student achievement” (Glanz, 2005, p. 3).
