Researchers have documented the importance and value of the teacher-student relationship for over 20 years. The purpose of my study was to determine if teachers who had a positive and highly effective relationship with their students, as documented with informal and formal observations, also had higher student achievement and a lower discipline referral rate when compared to their non-highly effective peers. The context of this inquiry was kindergarten through eighth grade teachers in one public school district. This study is a program evaluation of the effectiveness of teacher evaluation practices in a small suburban elementary school district in Illinois from 2017-2019. The primary research question explored in this program evaluation is whether and to what extent the teacher evaluation process is changing teacher practices in Washington School District 25. Employing a qualitative research methodology, with data gathered from teacher interviews, school administrator interviews, and document analysis, this study identified several key components to the improvement of instructional practices for teachers. Wagner et al.’s (2010) change leadership model was used to assess culture, context, conditions, and competencies of a large, diverse urban school district to create a systemic plan for supporting building level administrators. Interviews were conducted with former building level administrators, teachers, and staff who worked with building level administrators within the district. Results indicated overwhelming support for the building level administrators in the district. Strategies for implementation included: creating professional learning communities, leading adult learning, and developing leadership capacity. The purpose of this case study was to better understand the reasons behind the apparent continued success of a blended learning educational model in place since 2012 in the Illinois Department of Juvenile Justice (IDJJ). Using a mixed methods approach, data were gathered and analyzed from a variety of records, reports, and other documentation that included: diplomas awarded, courses taken, course completion, enrollment trends, student mobility rates, GED testing information, and special education student enrollment and performance.
