Integrated Co-Professional Evaluation? Converging Approaches To School Evaluation Across Frontiers, Martin Brown, Gerry Mcnamara, Joe Ohara, Shivaun O'Brien, Jerich Faddar, Cornelius Young

This paper posits that almost all inspectorates are now following, if to varying degrees, a similar overarching ideology and methodology for school accountability and improvement. The first part of the paper provides an analysis of recent changes to school inspection policies across Frontiers. Using Ireland as a case example, the next part of the paper provides an analysis of Irish school inspection policies and practices that appear to mirror other school inspection systems. To test these assumptions, the paper then provides an analysis of a key informant interview with the Chief Inspector of schools in Ireland.

The ‘paradox’ in this title refers to a set of contradictions that sit at the heart of education policy in many school systems. Orienting Schools Toward Equity: Subgroup Accountability Pressure And School-Level Responses, Rachel Garver

This article examines school-level responses to subgroup accountability pressure through an ethnographic case study of a school cited for failing to make adequate yearly progress for student subgroups. Concerns about the calculations and measures used to derive the citation and reservations about acting on accountability data delegitimized the citation and rendered the identified subgroups irrelevant to daily practice. Under district guidance, compliance with subgroup accountability was independent of the school's internal efforts to promote equity.

This article provides an opportunity to discuss and examine information gathered during a focus group of K-12 educators involved in an integrated writing and problem solving workshop. Findings demonstrate that some educators are frustrated by the culture of testing versus the culture of learning that exist as a result of the Common Core Standards implementation. This thesis explores how elementary school principals in the Canadian province of Ontario manage multiple accountability expectations in their work. My conceptual framework is based on seven different accountability systems that can influence principals' work: bureaucratic, moral, political, professional, market, legal, and performance-based. This interpretive, qualitative study consisted of 12 semi-structured interviews, approximately sixty minutes in length, with principals from two urban Ontario school boards.

A Phenomenological Study Of The Leadership Experiences Of The Charter School Founder-Administrator In Florida, Kathy A. Thomas Ed.D., Candace H. Lacey Ph.D.

The Qualitative Report

This qualitative study examined the dual leadership role of a charter school founder-administrator. The question asked, How do charter school leaders who serve as founders and administrators describe their experiences as academic and business leaders? A phenomenological approach and constructivist perspective supported a unique appreciation of the participants’ lived experiences. The researchers sought to understand how the participants experienced their sometimes conflicting, sometimes overlapping, and sometimes unique experiences. Participant interviews were recorded and transcribed verbatim; the researchers coded the transcripts. Two core categories and 11 themes were identified. The notion of schools as “loosely-coupled” organizations has been widely discussed in the research literature. Many argue that the loose coupling is either a protective mechanism for schools to buffer external pressure or a barrier to implementing new reforms. Against the backdrop of standards-based reform and accountability policies in the last 15 years, which focus on tightening the system as the way to improve K-12 schools, I conducted three related studies to empirically test the loose coupling theory by applying two-level hierarchical linear models to nationally representative data in the US.

This explanatory case study seeks to understand the nature of middle school educators’ self-efficacy in an urban public school district during an era of accountability. The study was conducted in a progressive school district, known as OakRidge Pubic Schools. A sequential mixed methods design with a participant-selection model variation was employed. The study identified teachers’ level of self-efficacy via the Teacher’s Sense of Efficacy Scale (Tschannen-Moran & Woolfolk Hoy, 2001), a quantitative survey used to determine high and low self-efficacy focus groups. The purpose of this case study was to conduct an investigation of educator perceptions of instructional leadership in the school improvement process. Interviews were conducted with educators and an administrator in a small, rural high school in Middle Tennessee. In 2010, the high school was labeled as a low performing school by the Tennessee Department of Education (TDOE). In 2014, Commissioner Kevin Huffman announced the school was on the TDOE Reward School Cusp List for being in the top 10% of schools based on one-year progress data from the Tennessee Value-added Assessment System (TVAAS) school composites.

The No Child Left Behind Act of 2001 (NCLB) brought high-stakes accountability testing into every American public school with the goal of 100 percent proficiency for all students. Making annual yearly progress (AYP) toward this proficiency goal for the total student population as well as at-risk subgroups was required in order for schools to avoid possible sanctions, such as school restructuring. The purpose of this quantitative study was to investigate New Jersey superintendents’ hiring decisions of principals during the implementation of AchieveNJ, the educator evaluation system. This policy created mandates for school districts, which were nonexistent in the past. The 2013-2014 school year was the inaugural year for AchieveNJ, and it is unknown if this new mandate has influenced superintendents’ hiring decisions of principals and whether superintendents’ own estimations of the new policy will shape their hiring decisions. The existing research on accountability policies rarely examines individual components of an accountability policy (i.e., curriculum, assessments, use of assessment results, and stakes). This mixed-methods study investigated the curriculum component of Tennessee’s accountability policies from the perspective of middle-grades, TCAP-tested subjects teacher participants from three East Tennessee districts. The Accountability Policies Supports and Stressors Questionnaire (Berryhill, Linney, & Fromewick, 2009) measured the support for the curriculum component of the state’s accountability policies. The purpose of this study was to investigate the information regarding the comparative relationship between the proficient mathematics scores of eighth-grade students on the 2009 state mathematics assessments and the 2009 National Assessment of Educational Progress (NAEP) mathematics assessment by state, census-defined regions and AYP subgroups. The purpose of this qualitative case study was to explore how accountability requirements influenced teacher understanding self-efficacy at one high school located in Southern Mississippi. Research questions focused on teacher understanding of how accountability requirements influenced their self-efficacy, the strategies that teachers reported they used to develop solutions to improve self-efficacy, and how teachers reported that administrative support, student discipline, and workload influence their self-efficacy as well. The researcher used field notes, interviews, and an online focus group to collect data from a purposive sample of 10 teachers. Transforming low performing schools to ensure the academic success of Hispanic children situated in poverty remains an educational challenge. External factors impacting student learning are often targeted as the main reasons for poor academic achievement, thereby advancing the culturally deficit model. This study is about an elementary school that defied the deficit model as evidenced by its distinguished academic accolades.
