States And Multicultural Education Policies: An Event History Analysis, Leander D. Kellogg

Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Cash transfers, defined as direct transfers of purchasing power from an institution or individual to another individual, are an increasingly popular policy instrument both abroad and in the United States. This dissertation investigates how two educational interventions utilizing cash transfers affect participating students. The first, the Louisiana Scholarship Program, is a statewide program offering publicly financed scholarships for low income students attending poorly performing public schools to attend K-12 private schools. The second program, the Arkansas Academic Challenge Scholarship, is a state financed broad-based merit-aid scholarship for students in college within the state of Arkansas. Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) is a college and career coaching program for at-risk students in 15 Northwest Arkansas high schools. To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program. Academic coaches from the University of Arkansas College of Education and Health Professions utilized a needs-based intervention focusing on pro-academic behaviors, college or technical school preparation, and post-secondary and career exploration. Too often, the truth behind a phenomenon is not sought through the perspectives of the people who lived that phenomenon—“the masters of inquiry” into their own realities, as Paulo Freire (1982, p. 29) has explained. Voice is the most powerful, reliable medium for collecting data based on lived experiences, if we are to gain genuine insight into the phenomenon (Freire, 1982). The reason for dropping out and resisting to return to school may be a result of too much emphasis on academic preparation and too little emphasis on satisfying the perceived needs for preparing a youth for adulthood. In November 2002, the Massachusetts electorate voted overwhelmingly to pass Referendum Ballot Question 2 (Q. 2), sponsored by California millionaire Ron Unz. The passage of this initiative by close to 70% of the voters effectively ended bilingual education in the state as it had been known for thirty years. Exit polling done at selected cities in Massachusetts by the Mauricio Gaston Institute and UMass Poll revealed, however, that out of a total 1,491 Latinos polled, a vast majority of them, around 93%, had voted in favor of rejecting Q. 2 and keeping bilingual education in place. In Australia, the proportion of students having access to a computer at home rose from about 91 per cent in 2000 to over 99 per cent in 2013, and access to the internet grew from 67 per cent in 2000 to 98 per cent in 2013. The legacy of colonialism in the United States, including genocidal practices and cultural assimilation, has left Indigenous languages endangered. Native peoples, scholars, and activists have been working to revive and heal the languages of America’s first peoples, and the cultures those languages speak to, yet more work remains in the field of language revitalization. California Polytechnic State University, San Luis Obispo currently does not offer any course specifically teaching or discussing Indigenous languages, even those of the Chumash people who know the San Luis Obispo area as their ancestral homelands.

This study used one state’s early care and education work-force registry and professional development attendance data to examine early educator patterns of professional development participation and the extent of collective participation. The article presents the concept of collective participation in professional development, discusses its potential benefits, and highlights the utility of statewide digital tracking of early educators’ patterns of professional development for informing policy. Results show that collective participation is uncommon in early education and care but can be increased through professional development policy decisions. The article concludes with implications for research and policy.

More than half of all public school children live in low-income families. As the number of poor children has risen, so has the number of children who attend high-poverty schools. According to 2012 data, the most recent available, 1 in 5 children attend a school where at least 75 percent of students qualify for free or reduced-price lunch—up from 12 percent just 12 years ago. Concentrated poverty is most prevalent in urban areas, where 34 percent of students attend high-poverty schools. In 1999 when the Higher Learning Commission of the North Central Association created the Academic Quality Improvement Program (AQIP) path for accreditation, they instituted a new format for the documentation of evidence of meeting accreditation criterion called a Systems Portfolio. This study involved the analysis of the Systems Portfolios from 36 institutions to check for alignment of their mission statements, and stated faculty hiring and evaluation processes. Each Systems Portfolio was analyzed for themes found in previous research on mission statements and documentation of the processes for hiring and evaluation of faculty. Faced with complaints of disability discrimination by private schools accepting voucher students, DOJ has ordered Wisconsin to oversee and police these schools to ensure compliance with Title II of the Americans with Disabilities Act, which applies to states and their agencies, and § 504 of the Rehabilitation Act, which applies to recipients of federal funding. The El Dorado Promise is a scholarship program that provides approximately $7,818 per year toward college tuition - for up to five years - to public high school graduates in El Dorado, Arkansas who have attended El Dorado schools since at least the ninth grade. The program was announced in January 2007, and students were able to use the college scholarships in the fall of 2007.
