This study is a case study of an institutional transformational change effort in an urban research university. The study's focus is on the impact of The Milwaukee Idea on faculty and students as the soul of the university. Literature on transformational change in higher education focuses on the processes for launching this type of change and the role of formal change leaders. Who would have ever imagined the effect of one set of distance education principles developed 10 years ago (1995)? At a time in the history of distance- and e-learning, when many associations, organizations, and institutions set about to define themselves and those standards by which their constituents would be held accountable for quality practices, one set of standards has emerged preeminent the work of the Western Cooperative of Educational Telecommunications known as Best Practices for Electronically Offered Degree and Certificate Programs. The central purpose of this research study was to develop common indicators of engagement for civic initiatives between institutions of higher education and their community organization partners. The unique aspect of this study was that the indicators were generated by the community organizations participating as stakeholders in campus-community partnerships. Using an action research methodology that involved eleven community organization participants from the health and wellness sector, the study advocated for research that provided a deeper understanding of the perspectives of community organizations. Affordability is an essential element of college opportunity. The federal government and the states have acknowledged this belief by adopting policies to ensure that no academically qualified student who desires an education is limited access due to a lack of financial resources. But, many lower-income families today are having trouble paying for college due to a unique set of circumstances. Too often higher education officials equate successful enrollment management with determining the appropriate financial-aid package, assuming the student matriculates. However, there are competing theories as to why a student may be attracted to a particular college. Could it be the "buzz"? This study examines the relationship between buzz and bucks with respect to enrollment objectives. Research findings indicate that it is not an either-or proposition. Moreover, marketers are presented with an ethical responsibility to safeguard the public.
