Alcoholism is a major health problem in the United States. There are an estimated ten million people stricken with the illness, a 100 percent increase over the estimated five million alcoholics in 1958. Even more startling is the fact that alcoholism among this country's adolescents has risen an alarming 300 percent in the last decade. Over one fourth of the adolescents who drink are no longer classified as social drinkers, but are early, middle or late stage alcoholics. In the past fifteen to twenty years, penal reform has undergone a structural and service model trend toward vocational training and counseling. In many state penal facilities inmates can now take advantage of vocational/technical training and even obtain external degrees through correspondence programs with local colleges and universities. There is a need to supplement these training efforts by preparing inmates emotionally and socially for the kinds of pressures they will face upon release. The high rates of recidivism, substance abuse and unemployment represented by the ex-offender population are highly indicative of the special needs of this group .

During the last decade the number of children attending preschool has increased dramatically. In 1967, 6.8% of three year olds and 21.3% of four year olds were enrolled in school as compared to 20% of three year olds and 41.9% of four year olds in 1976 (Bureau of Census, 1). The study addresses two specific issues influencing the production of coal from small mines: 1) the direct costs and other effects of government regulation and deregulation on coal operators in general, and 2) the effects of governmental policies on the productivity by size (tonnage) class of small coal mines. The Lchthyofauna Of The Big Sandy River Basin, With Special Emphasis On The Levisa Fork Drainage, Jerry F. Howell Jr.

A literature and regional repository review of the Big Sandy Basin ichthyofouno yielded 111 confirmed species, including 93 from Leviso Fork and its tributaries. Twenty-nine additional species were added to the lost published comprehensive review (Jenkins et al., 1972); one species was not re-confirmed. The 111 forms (108 confirmed or probable) included 14 known or suspected introductions and 20 species (including 12 recently collected from Leviso Fork) with special Kentucky Nature Preserves Commission status codes. The two most threatened Kentucky species were Percino macrocephala and Ammocrypto pellucido.
