Explorationism is a perspective wherein all of our knowledge is (so far) less than certain, and naturally would come equipped with a base logic entailing machinery for representing and processing evidential knowledge. One such base logic is Evidence Logic, which strives to deal with the phenomenon of the gradational presence of both confirmatory and refutatory evidence. From this perspective, we will address questions surrounding sociological problem areas that we see as deeply infused with substantial epistemological factors. The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

In a report to the Arkansas Joint Senate and House Education Committee meeting in September 2014, Picus Odden & Associates recommended that the Legislature change the state’s transportation funding system. Currently, transportation funding is distributed from the state to districts on a per pupil basis as a part of the unrestricted foundation formula. In doing so, the system does not account for the variation in costs of transportation for districts across the state; therefore, Picus Odden & Associates recommended that the state’s transportation funding structure be changed. Across the nation, over 1.3 million threeand four-year olds attend state funded pre-K programs in 40 states (and Washington D.C.).1 In Arkansas, over 25,000 three- and four-year olds are enrolled in state-funded programs. Since 2008, approximately $111 million a year of state funding has been spent on preKindergarten in Arkansas. 2 In the 2014 election season, the topic of pre-K and state funding for pre-K has been debated in a number of state races, including Arkansas. Therefore, the purpose of this policy brief is to describe pre-K in Arkansas and summarize the existing research examining the impact of pre-K.

The equity and adequacy of facilities funding for charter schools (as well as traditional public schools (TPS)) is a topic of hot debate in Arkansas and across the country. Proponents of charters argue that charter schools are burdened due to a lack of facilities funding. Other argue that there are great needs in our TPS districts as well, and that these needs should be met first. This brief describes what facilities funding is currently available to charter schools in Arkansas and what other states are doing that we could possibly leverage here in the Natural State.

This report begins with a review of the state of school facilities in Oregon and a summary of recent school bond successes and failures, followed by an overview of school capital funding policy since 2000. It includes a discussion of existing facilities financing options and two brief case studies showing that the availability of state subsidies and matching funds can influence local funding decisions. A brief summary of existing school facilities programs in Western states sets the stage for detailed presentation of the Task Force recommendations, funding formula, and proposed staffing for the Oregon School Facilities Program. Childhood, including the antenatal period, is a time of invaluable physical and mental development – the effects of which last a lifetime. These experiences are shaped by a host of external factors (such as nutrition or mental stimulation) that are heavily affected by socioeconomic status. A study by the United Nations International Childrens Emergency Fund (UNICEF) found that South African children in rural areas are more physically and cognitively delayed than their less-rural peers (2007). Former Mentors' Perceptions Of The Faith-Based Approach To Reducing Recidivism Implemented By The Marinette-Menominee Jail Outreach, Inc., James Langteau

The purpose of this qualitative, hermeneutic phenomenological study was to examine the impact of a faith-based approach to reduce recidivism. The theoretical frameworks guiding this study included the belief system and self-efficacy theories. Participants consisted of a convenience sample of 21 former mentors of the Marinette-Menominee Jail Outreach. The setting was a Christian non-profit organization serving the Marinette and Menominee County Jails located in rural northern Wisconsin and the Upper Peninsula of Michigan. Semistructured interviews, surveys, and a focus group provided data to illuminate common themes. Data analysis included highlighting significant statements from volunteer mentors who engaged offenders to effect …
