Founded in 1957, the University of Nevada, Las Vegas (UNLV) is now classified as a top research university by the Carnegie Foundation for the Advancement of Teaching. This is a major accomplishment. The Lincy Institute’s analysis of all 130 “Carnegie Doctoral Universities” (2018) with “very high research activity,” or R1 status, (Appendix A provides a summary of the data on the 93 public institutions with R1 status, and Appendix B sorts this list by age of institution) finds that UNLV is among the 10 youngest institutions founded post-World War II in the U.S. to achieve this status.2 ...

Anti-Muslim sentiment has grown in scale and visibility far beyond its association with the horrific attacks of 2001. The US government’s “War on Terror,” which began after the attacks, often pervades the domestic landscape as a war on Islamic religious “extremism.” The definitions and content of such religious extremism are so extensive that they encompass large numbers of Muslims, and they highlight Muslims as being inherently problematic. The Growing Need For Diverse Teachers In The Mountain West, Michael Hansen, Diana Quintero

This policy brief examines the racial and ethnic diversity of the public teacher workforce in five Mountain West states, drawing on survey data from 1993 to 2016. We find increases in student diversity are generally outpacing teacher diversity in the region, though important differences in teacher-student parity and access to nonwhite teachers across states are also evident. Research shows that students who demonstrate low reading achievement in 3rd grade have trouble catching back up to grade level and being successful in school, compared to their peers who demonstrate early proficiency (Fiester 2010; Hernandez 2011; Juel 1988). This report seeks to investigate what happens to Arkansas public school students who demonstrate low achievement in reading in 3rd grade. Reading scores from three cohorts of students are followed from 3rd grade until high school, beginning with data from the 2008-09 school year and continuing through 2016-17. Long-Term Outcomes Of Low Achieving Third Grade Readers, Sarah Mckenzie, Emily Jordan, Charlene A. Reid

Policy Briefs

This brief examines long-term academic outcomes for students who demonstrate low reading achievement in third grade. Following three cohorts of students from third grade through early high school, we find that students who are behind in third grade are unlikely to ever read proficiently. Economically disadvantaged students, Black students, and male students demonstrate less improvement in reading achievement over time than other types of students.

This paper presents the experiences from Nepal on how the findings from the National Assessment of Student Achievement (NASA) have been integrated into policy processes. The purpose of this brief paper is twofold: to give an overview of the process of the National Assessment of Student Achievement, and to describe how the results were disseminated to different stakeholders to incorporate the findings into the design of policy processes. In doing so, the case study highlights how the assessment findings have been used to design and implement policies and programs in education.

The increase in protracted refugee situations around the world complicates the provision of public services such as education. Accessing secondary school is key to individual and community empowerment for vulnerable refugees through providing higher education and employment opportunities. Comparative analyses of district-run public schools and charter schools are limited to performance outcomes. There is a dearth of research on how the school-types vary on factors consequential to performance such as school climate. Public-private distinctions, such as in organizational autonomy, value orientations, funding structures, and management practices, could result in school climate dissimilarities between district-run public schools and charter schools.

In this article, the authors (a faculty member and two former students) describe the trajectory that Portland State University has taken over its history to institutionalize transformative learning opportunities within its comprehensive general education program, University Studies. Following a description of the institutional changes that resulted in the community-based, experientially focused courses at the heart of University Studies, the authors explore one particular community partnership involving both a state agency and the national Inside-Out Prison Exchange Program, dedicated to offering transformative experiences in which incarcerated and non-incarcerated students learn together inside correctional facilities.
