The purpose of this conceptual framework for DFAT’s teacher development multi-year study series is to improve the following elements across the series: clarity on the purpose of the series; consistency in terminology and methodology; connections to give the ability to draw common conclusions and explain differences; communication to create a shared understanding of the series and each stakeholder’s role and responsibility, and to use internal and external means to engage strategically and disseminate findings. To date, Timor-Leste, Vanuatu and Laos have committed to undertake multi-year studies of their teacher development investments.

Every year, billions of dollars are spent on development aid and training around the world. However, only 10% of this training results in the transfer of knowledge, skills, or behaviors learned in the training to the work place. Ideally, learning transfer produces effective and continued application by learners of the knowledge and skills they gained through their learning activities. This study developed a teacher self-assessment instrument in the form of six factors across two overarching constructs, resulting in one Positive Relationships scale with three factors; and three related, but separate, scales measuring elements of the Classroom Environment. Many teacher skills and qualities are known to contribute to effectiveness in the classroom, such as teacher self-efficacy, content knowledge, pedagogical knowledge, and instructional knowledge. The inclusion of affective dimensions of teacher effectiveness can complement the prevailing focus on other measures of teacher effectiveness, through the consideration of critically important, but relatively ignored, aspects of effective teaching. This study uses practitioner research to explore teacher perspectives about formative assessment. The researcher engaged in a four-month-long series of professional development sessions with one middle school and two high school English-Language Arts teachers from the Capital View School District. Understanding formative assessment as a process to monitor student learning and then customizing instruction based on the data gathered from the formative assessment is a complex skill in which teachers need practice and even coaching to become adroit. The sessions were intended to help early-career teachers better understand formative assessment and incorporate it as a strategy in their teaching praxis. …

Evidence from the literature indicates that learners often view feedback in terms of assessment only, even though it can play an important role in improving engagement and consolidating and enriching learning. It is well accepted that the feedback strategy used should be appropriate to the purpose and context of the work, but in order for feedback to be truly helpful, it needs to be goal-referenced, tangible, transparent, actionable, user-friendly (specific and personalized), timely, ongoing and consistent. This evaluation compares evidence from the literature with Australia’s experience in supporting teacher development in a range of developing countries. It uses case studies to good effect in explaining choices made, the extent to which expectations were or were not met, and the lessons for future Australian assistance for teacher development. The evaluation found mixed results. In cooperation with governments and other donors, Australia has made positive contributions, such as improving teacher frameworks and curriculums, and training teachers through a range of interventions. However, there is room to improve—for example, in enhancing policy, strengthening analysis and negotiating new investments—so teacher …

Supervisors play a critical role in fostering teacher candidates’ reflective thinking on their practice, yet too often it is the supervisor, rather than the teacher, doing most of the observation work. Video-‐based supervision offers a promising alternative, as teachers have an opportunity to examine their own lesson and thus engage with the supervisor in a more collaborative conference. In this paper, we explore the ways supervisors approach video in their conferencing with teachers as a vehicle for teacher reflective practice at one TESOL master’s program in the USA. Traumatic Brain Injury: The Efficacy Of A Half-Day Training For School Psychologists, Susan C. Davies, Ashlyn M. Ray

The incidence rates of traumatic brain injuries (TBI) are increasing, yet educators continue to be inadequately trained in assessing and serving students with TBIs. This study examined the efficacy of a half-day TBI training program for school psychologists designed to improve their knowledge and skills. Results of quantitative and qualitative survey analysis indicated there was little increase in knowledge and skills from pre-training to one-year follow-up, although participants did increase in confidence related to their decision-making abilities in working with students with TBI. The data indicate a need for future study of more effective training models.

The 2013 Exit Survey of Graduate Students Completing Degrees continues the Office of Survey Research’s (OSR) survey of graduate students first initiated in 2009. The current survey was administered at the end of each quarter to students completing their graduate degree. This report summarizes responses from students who graduated in Fall 2012, Winter 2013, Spring 2013, and Summer 2013. Of the 266 recipients of this degree during this time, OSR received valid responses from 204, a response rate of 76.7%. Interestingly, while this response rate is higher than those from the Graduate Exit Surveys in the past, Western had fewer …

The purpose of this phenomenological study was to examine the experiences of secondary social studies teachers who implemented Common Core State Standards for English Language Arts & Literacy in history/social studies, science and technical subjects in social studies courses requiring End of Course Tests at secondary schools in one suburban district in Georgia. Ten teachers of United States history and economics courses participated in this study. Data was collected through questionnaires, reflective online journaling, documents, individual interviews, and focus groups. Background Teacher qualifications have been emphasized as a basis of professional development to improve classroom practices for at-risk children’s school readiness. However, teacher qualifications have often not been compared to another form of professional development, in-service training.
Objective The current study attempts to investigate contributions of multiple types of professional development to school readiness skills of low-income preschoolers. Specifically, we examined the significance of teachers’ education level, degree, teaching certificate, teaching experiences as well as specialized in-service training and coaching support as these teacher trainings are linked to preschoolers’ school readiness through proximal classroom practices.

Critical incident reflection journal writing provides a rich source for identifying high impact components of Project Alianza, a graduate course for mainstream secondary teachers funded by a US Department of Education Title III Professional Development grant. This paper presents and discusses some of the findings from a qualitative study of identities in work-related learners. The theoretical framework of structural symbolic interactionism is outlined and the two identities of interest, that of student and practitioner discussed. The aim of professional education is viewed as enabling the practitioner to deal with ambiguity and change through critical examination of work practices and location of these within theoretical frameworks. It is argued that for knowledge and behaviour to transfer to the work setting the student and worker identities need to be integrated rather than kept separate. Factors identified as influencing …

The graduate exit survey is a quarterly survey of all graduate students set to finish their degrees. This survey is fully explained and documented in “2010 Exit Survey of Graduate Students Completing Degrees Fall 2009, Winter 2010, Spring 2010, and Summer 2010” which may be found on the Office of Survey Research’s website (http://www.wwu.edu/socad/osr/). This addendum breaks down the data from that survey by college and department. Hopefully, this data will provide a finer degree of analysis allowing departments and colleges greater latitude in their self-evaluation efforts.

The Department of Education, Science and Training commissioned the Australian Council for Educational Research (ACER) to undertake the Australian component of the OECD Teaching and Learning International Survey (TALIS). TALIS is one of the first international surveys to focus on the learning environment and the working conditions of teachers in schools. TALIS was conducted in 24 OECD and OECD-partner countries in 2007 and 2008, though internationally comparable results were reported for only 23 countries due to requisite sampling standards for publication. The 2009 Exit Survey of Graduate Students Completing Degrees in the Spring or Summer of 2009 holds particular importance as it is the first formal exit survey of graduating master’s degree recipients at Western Washington University. The survey was designed to elicit information on program satisfaction, the frequency and scope of academic interaction on and off campus, barriers to success, and plans for the future. OSR uses a mixture of online and telephone survey methodologies then, when applicable, links survey results with Western’s student records, thus expanding their usefulness to researchers.
