The opinions of school principals and superintendents were assessed concerning federal and state paperwork requirements. A questionnaire was used to obtain the opinions of eighty school administrators. The results showed that school administrators expend a considerable amount of time completing federal and state paperwork. The cost of completing paperwork was found to represent a large portion of the education budget in Washington State. Related problems are discussed.

The primary purpose of this study was to determine whether intellectual deficiency connotes vocational deficiency in programming decisions made by educational personnel who work with secondary age mildly handicapped students. The influence of the two levels of job difficulty and teacher attitude toward the importance of academic skills for job success on educators' judgements of vocational potential were also evaluated. Questionnaires were sent to 30 educators identified as "leaders" in secondary special education in the State of Washington. This paper presents a study of certain attitudes and opinions held by a selected group of High School students. The information thus gained has been used to determine how the students see themselves in their school, home and community environment. From this data, inferences are drawn concerning concepts that influence career or educational choices, The values of High School students are remarkably homogeneous, considering the variety of their backgrounds and their relatively unrestricted opportunities for freedom of thought and personal development, or lack of it.

Relationship Between Systematic Planning At Community Colleges And Goal Agreement, Nancy Emily Stetson

The relationship between systematic planning at community colleges and goal agreement among administrators was studied. Sixty-nine administrators at four community colleges were surveyed. The results showed that administrators at the two community colleges who perceived their institutions to be relatively more systematic in planning also perceived relatively smaller gaps between what were, and what should be the goals of their institutions. By this measure, community college administrators demonstrated a consistent and positive relationship between systematic planning and goal agreement.

The purpose of this study was to determine if fifth grade students could be consistent and productive participants in the process of selecting books for a school library. Forty-six students completed a Reading Interest Inventory and participated in a book selection activity.
Chi-square test results did not support the hypothesis that there would be no significant difference between the results of these two selection activities. Student perceptions of their involvement in this process were also included.

The effect of bench jump training on the development of leg strength and on the vertical jump of the student was studied. Twenty-eight junior and senior boys in a physical education class were divided into two equated groups with the experimental group participating in the bench jump training. The results supported both null hypotheses, that bench jump training will not significantly increase the leg strength of the student or significantly increase the vertical jumping ability of the student.

The nature of the middle school in the state of Washington and its conformance to the middle school concept was studied. Eighty-four of the state's ninety-two middle school principals reported on programs and offerings in their schools. The study indicated that Washington middle schools conform favorably to the concept in all major areas except grading practices and athletic programs. The schools recognize a developmental stage of transescence and minister to it through child-child- centered rather than subject-centered programs. Further study is recommended to compare the middle school with the junior high school in the state of Washington.

Newspapers and school districts form a tentative partnership in the dissemination of education news. Subjects preferred by readers have not been reflected in actual education news coverage. Emphasis on utility information at the expense of in-depth writing about what is going on in public education has been standard practice. Content analysis shows that while quantity of education news seems reasonable, the quality of that news fails to transmit to readers the substance of what teachers and children are accomplishing in the public schools.

The purpose of this paper was to research criteria for screening for young, handicapped children with the intent of developing a single, comprehensive screening instrument. Analyses of existing screening devices and data from educators in the field were also included in the study.
The resulting screening instrument was designed to assess the developmental acquisition of skills. Major developmental areas included in the screening instrument are language skills, motor development, perceptual skills, cognitive development, social skills, and self-help skills.

This investigation focused upon the academic and social achievement of identified gifted and talented students who participated in a special humanities program conducted within a traditional junior high school environment. Eighty-two students, ranging from the seventh grade through their sophomore year in college, returned questionnaires lending credence to the hypothesis that these youngsters generally continue to sustain their achievement level as they progress through life. Students' attitudes regarding gifted identification, motivation, peer relationships, and program preparation were discussed.

Teachers' reactions to an implemented competency based education program were evaluated. Twenty-four high school teachers were asked to fill out a questionnaire concerning competency based education. It was concluded that teachers understand competency based education and its components. The majority of teachers performed tasks related to competency based education. Teachers did not change their course content nor evaluation methods to accommodate competency based education. Teachers have varied opinions on the virtues of competency based education and their major concern is record keeping processes. Implications of the competency based education innovation arc discussed.

The materials created introduce intermediate elementary level children to a selected basic energy vocabulary and to concepts of energy-environment inter-relations. The approach is multi-dimensional, employing a slide tape presentation, posters, charts, and vocabulary cards. Energy concepts and vocabulary are repeated through the various media forms as a means to reinforce learning. The content tone is deliberately positive so that in the process of gaining knowledge about energy issues, children will feel successful, encouraging further achievement in the area of energy education.

The essential direction of the study was to compare the stated and implied objectives applicable to the program in teacher education at Central Washington University. This paper presents a study of the Neurological Impress Method, with junior high students two or more years behind their expected Reading Comprehension level. Thirty students were randomly selected and placed into control and experimental groups by a random number process. These S's received eighteen weeks of special treatment with either the N.I.M. or oral reading practice for the controls. Statistical analysis showed no significant difference between the Reading Comprehension gains of controls and experimentals. This study applied a contingency management program to a single behavior while measuring multiple behaviors. Reinforcement was made contingent upon increased addition rate. The experimental group made significantly greater gains in addition rate. There was no significant difference in the gains made in subtraction rate, reading rate, reading comprehension, or classroom behavior. The study was limited by a small sample, six week time span, and the use of mentally retarded subjects to assess side effects of reinforcing an academic behavior.

The primary purpose of this investigation was to determine possible corrective methods for inverted vision. The visual problem is usually outgrown in the early teens, but these children who experience the problem tend to be classified as retarded because they cannot read. An intensive research of the literature for possible causes and corrective methods revealed inconclusive proof. However, two boys who were diagnosed to have inverted vision were given perceptual training exercises. This paper presents the pilot-study of conducting model rocketry classes for parents and youth leaders as well as students and teachers to broaden involvement in aerospace education. Ideas gleaned from questionnaires, surveys, observations, and the review of literature were used to compile A Handbook of Tins for the Efficient Construction and Use of Model Rockets.
A slide presentation illustrating school and community involvement in model rocketry was also developed.
Recommendations included more model rocketry classes involving students and adults be offered and suggested that an appropriate organization publish and distribute the handbook and slide presentation.

Seven TMR, seven EMR, and seven regular pupils were rated on the P-A-C I by observers who viewed the children in their classrooms or by using parents and teachers as informants. Ratings were compared for consistency between groups and between raters by means of percent agreement figures and proportional t tests. Few significant differences were found between raters within groups. Significant differences were found in the majority of the cases when parent, teacher, and observer ratings of handicapped and regular children were compared.

This paper presents a comparative study involving two methods of arithmetic instruction for fifth and sixth grade students. Thirty pupils were taught arithmetic using a traditional approach and thirty pupils were taught arithmetic using an individualized approach. Each group was divided into high, average, and low ability students and between group achievements compared at the end of an eight month period with encouraging results. Evaluation and statistical analysis followed. The findings were discussed and recommendations offered for further study.

This study attempts to determine the effect or using diagnostic prescriptive instruction under the organization of team teaching. The study was designed to evaluate the academic progress of students in a pilot program using team teaching. The results indicate that students having team teaching do not score significantly higher than students receiving conventional instruction. During the study the author developed and fieldtested a semantic differential attitude scale that will be used to determine attitudinal differences among groups of students.

This research made an attempt to find a correlation between variables of physical, mental and scholastic development and reading achievement of first grade children. The study was designed to analyze eight variables of physical, mental and scholastic development by computer factorial analysis. An evaluation of the data revealed that there were no significant correlations among the variables studied. Recommendations included the suggestion that future researchers should make a longitudinal investigation of a larger sample and use X-rays of various body parts in determining the carpal age.

This study examines the effects of school reorganization in Upper Kittitas County on school costs, program, and construction. It determines the effect consolidation had on the attitudes of school district patrons, and whether pre-consolidation promises had been kept. This study determines that costs have risen, pupil-teacher ratios have improved, curriculum offerings have expanded, and new school building has occurred. The study finds little change in the attitude of school patrons, and determines some promises were kept, but many were not.

The purpose of the present study was to decrease an eight year old boy's disruptive crying rate in his home by ignoring his negative behavior and selectively complimenting his acceptable behavior. A check in the boy's classroom was made to determine if a generalization effect or transference of positive behavior from the home occurred. Crying behavior in the home was reduced significantly. There was no observed significant change in school behavior.

Distar, Play Therapy, and Elemode, a perceptual-motor program, were used with small groups to increase reading achievement. Subjects scored 50 or below on the Metropolitan Readiness Test in 1970-71.
Evaluation of the treatments and their effect on the total first-grade class was based on each pupil's achievement score obtained from the Metropolitan Readiness Test and Stanford Achievement Test raw scores. The comparisons, using the 1968-69 class as a baseline group, showed no significant differences in reading achievement.

This paper presents a study of attitudes held by business and industrial employers in the Upper Yakima Valley. Two hundred and four employers provided occupational data and skill needs pertinent to occupations potentially filled by high school graduates. Evaluation of information has been summarized and placed into one of eight occupational groups.
Recommendations are directed to immediate and long-range vocational curriculum revisions of the Upper Yakima Valley Vocational Cooperative. A review of the literature adds validity to this study.

An attempt was made to determine the effects or oral reading rate feedback on reading performance of third grade children in a self-contained classroom, using self-selected materials. Two measuring devices were used. The Botel Reading Inventory (Word Opposites Test-Reading) showed a mean gain of 1.75 grade levels. The oral reading rate mean increase was 57 words per minute. All students achieved at third grade level or higher.

This paper focused on the public school administrator in Washington State, whose primary function was that of chief business official. The study was designed to produce an overview of his educational role. Broad areas examined included his distribution, status, personal characteristics and qualifications, job responsibilities, salary, and certification attitudes. Recommendations were concerned with suggested guidelines for the preparation and selection of school business officials, the establishment of certification requirements, and additional areas for related or new research.
