Context is key. We as First Year Composition (FYC) teachers focus on context when teaching the rhetorical situation as a reading and writing tool. Contexts influence the systems we teach within as well as how and why we teach, and determine students’ experiences and perspectives as writers. A required course, FYC acts as a contextual nexus: we help students bridge high school writing to college writing; we assign more generalized essays and research papers to prepare students for more discipline-specific genres in advanced writing courses; and we have activities that (un)intentionally develop “soft skills” in preparation for upper level courses …

The purpose of this qualitative action research study was to examine a published language arts curriculum, determine how Anna Craft’s possibility thinking framework could be integrated into the curriculum, and then observe how students responded to the implementation of lessons integrating the elements of possibility thinking. The findings revealed that a teacher can use the possibility thinking elements to encourage creativity while still teaching the objectives of a published curriculum. Creativity development can be encouraged by using a variety of supports that build possibility thinking. This study highlights the experiences of former high school students in learning and using their Heritage Language (HL) in their homes, communities, and community schools. The study also reveals the major challenges in maintaining and promoting Arabic language proficiency as viewed by the study participants. Eight participants from three different full-time community schools in the Midwest participated in this study. Each participant completed three formal interview sessions and one follow-up interview. This work considers the literacy of a geospatial text that is readily accessible to students, but often assumed to be intuitive to read– dynamic scalable satellite imagery, which often serves as base maps for common navigation, GIS, and virtual globe applications. It is estimated by the year 2030, over 40% of the K-12 population in U.S. schools will be children whose first language is not English (U.S. Census Bureau, 2007; Shin & Ortman, 2011). This situation has potential academic consequences for emergent bilingual students (EBS) attending schools without adequate accommodations. The purpose of this study was to closely examine an elementary teacher’s classroom practices in implementing reading workshop, to examine her assessment practices within this model and to see if, when, and how her assessment practices support or enhance constructivist practices within reading workshop. This qualitative case-study, was designed to examine, in depth, the teaching practices of one teacher attempting to implement constructivist teaching and learning practices in literacy instruction (reading in particular) in her classroom. Under the leadership of Superintendent Darienne Driver, Milwaukee Public Schools introduced a bold initiative to address the driver’s licensing needs of MPS students through a Universal Driver Education program. This report describes the pilot project offering free driver education services to 257 students at four high schools in spring and summer of 2016. The project successfully targeted subpopulations identified as most in need of affordable driver education, including youth of color, students living in neighborhoods with high child poverty, and students from families with lower-income. A critical issue facing central city Milwaukee residents is access to jobs -- jobs that are increasingly beyond the Milwaukee County bus lines. The spatial mismatch between available jobs and job seekers is most acute in low-income Milwaukee neighborhoods, where job seekers have outnumbered full-time openings by a gap of seven to one and only a third of unemployed job seekers have a valid driver's license. From 1998-2017 the University of Wisconsin-Milwaukee Employment and Training Institute conducted extensive employment research on the importance of a driver's license.

One way to mitigate health disparities in the provision of nursing care and impact social justice with vulnerable populations is the development of cultural competence. Although addressed in nursing curricula, gaps in how to best address cultural competence remain. A study was undertaken to determine whether participation in a researcher-designed intervention, entitled Transcultural Humility Simulation development, based on components of Campinha-Bacote’s model with an emphasis on “becoming” culturally competent, improved cultural competence in graduating baccalaureate nursing students. The University of Wisconsin-Milwaukee Employment and Training Institute examined the driver’s license status of Wisconsin youth aged eighteen as of January 1, 2016, using license records from the Wisconsin Department of Transportation Division of Motor Vehicles. Only 30% of Milwaukee eighteen-year-olds had a driver’s license (probationary or regular), compared to more than twice that rate (66%) for eighteen-year-olds statewide. Stark differences were seen in Wisconsin driver’s licensing rates by race/ethnicity, neighborhood levels of child poverty, and zipcodes with concentrations of “working poor” families. Disparate licensing rates give suburban and exurban youth in the Milwaukee metropolitan area a head start over …

The Milwaukee neighborhood indicators reports were developed by the University of Wisconsin-Milwaukee Employment and Training Institute with funding from the Greater Milwaukee Foundation and the City of Milwaukee to provide independent, timely and ongoing assessment tools to measure short-term and long-term progress toward improving economic and employment well-being of families in central city Milwaukee neighborhoods. Indicators tracked changes by neighborhood since 1993, prior to the beginning of state and federal welfare payment cuts, and demonstrate the advantages of using administrative and institutional databases to measure dimensions of urban life. The University of Wisconsin-Milwaukee Employment and Training Institute worked with the Wisconsin Department of Corrections and state Department of Public Instruction in the 1980s to improve educational programs at state correctional facilities incarcerating juveniles. In the 1990s ETI assisted the Milwaukee County Executive’s Youth Initiative to identify youth populations in need of intervention if future incarceration was to be prevented. From 2007 to 2016 ETI research and technical assistance focused on employment needs of Milwaukee County adult males who had been incarcerated in Wisconsin Department of Corrections (DOC) facilities.

This series of maps was prepared for Milwaukee Public Schools Superintendent Gregory Thornton along with the 2010-2011 school census conducted by the Employment and Training Institute. Maps detailed distributions of births by race/ethnicity, children receiving free and reduced price meals, students with exceptional education needs, children by age (in MPS, non-MPS public, and private schools), Spanish-speaking households, Hmong and Laotian speaking households, and locations of state-licensed childcare group and family centers. Student data were mapped for the home residence of enrollees in the eight MPS Montessori schools.

The Employment and Training Institute analyzed the city of Milwaukee annual birth data to assist planning by Milwaukee Public Schools Superintendent Gregory Thornton. A total of 106,767 children were born to mothers living in the city of Milwaukee over the ten-year period from 1999 through 2008. All race/ethnicity data refer to the mother’s identity. Annual births to Milwaukee residents remained stable at around the 10,500 level from 1999 through 2005, and then increased to 11,372 in 2007 and 11,131 in 2008. Milwaukee births reflect a highly diverse city. A 16% decline in the number of white births over the 10-year …

This paper summarizes the Wisconsin research that led to educational policy changes for the GED (General Education Development) high school equivalency credential and tracks the attempted reform of the GED credential in the 1980s, development of alternative instructional programs in the 1990s, and subsequent reestablishment of the GED in the state’s high schools.
