Any consideration of the structure of pre-service teacher education must take account of the long-standing and still-continuing debate on the relative merits of consecutive and concurrent patterns of training. The co-existence of both approaches - the universities with degree courses followed by one-year professional training and the majority of colleges of advanced education with concurrent course structures - shows that not only are both systems viable but that neither can claim significant superiority. Effective communication must be an essential feature of any teaching/ .learning situation and it follows that considerable difficulties arise when teacher and learner speak different and mutually unintelligible languages or dialects. This, unfortunately, is the situation in which many, if not most, Aboriginal children and their teachers throughout Australia find themselves. This classroom situation reflects, of course, the difficulties and frustrations experienced on a wider scale by many Aboriginal parents and Aboriginal communities, and those outsiders who work with them. Teachers of migrant children experience a great many difficulties in trying to understand and resolve their pupils' language problems. One basic problem is all too familiar: the teacher speaks English and the migrant child does not understand it or only understands it to some, rather limited, extent. Another problem area: the pupil picks up some English in the classroom, on the playground and out in the street but speaks it with a peculiar accent and peppers it with phonemic, grammatical and semantic errors. A music drama in three acts, for Junior Primary School children. The story is based on the Ramayana saga, as told by Joanna Troughton in her book The Story of Rama and Sita. The words of the drama have been drawn from discussions with the children, and wherever possible the children's own words have been used.

Students from Churchlands College of Advanced Education were involved in the development of the drama, and in planning and conducting preparatory experiences for and with the children.

The Work Study Innovative Teaching Programme (WSITP) was introduced in 1977. This followed the submission of a research proposal to the Assistant Vice Principal (Research Planning and Development) of Churchlands College by a group of interested staff, and the subsequent approval by the College that the programme be offered on a pilot basis for one year.

Moora town was established in 1875, when the railway from Midland Junction to Walkaway was built. There had always been Aborigines in the surrounding districts, and as land was taken up for farming, a number of them were employed as farmhands and domestics.

The town is the regional centre for the North Midlands, a subdivision of the Northern Agricultural Statistical Division of Western Australia. As such, it was developed to service the agricultural hinterland. In view of the policy of the Connnission on Advanced Education not to support a fout' year preservice preparation for primary school teachers, this submission presents the proposed Bachelor of Education degree as a five year program comprising three phases:

(i) A three year full-time pre-service teacher education program leading to the award of Diploma of Teaching (UG2);

(ii) a minimum of one year successful in-field teaching experience;

(iii) a one year full-time or equivalent part-time program leading to the award of Bachelor of Education (UG1).

In the short time available it has been impossible to prepare this submission in anything but general terms. However, the aim has been to comment on four major aspects of the development of tertiary institutions in this State:

PLANNING

1.1 restructuring of the bodies co-ordinating tertiary education

1.2 co-ordinated development of overlapping areas of technical, further and tertiary education

1.3 community college and open-learning operation of tertiary institutions for greater benefit of local communities

In Western Australia concern had been expressed among those involved in the professional preparation of teachers that there was a tendency to de-emphasize the practical components of courses in favour of the more theoretical academic disciplines.

There was a view expressed, perhaps rather parachially, that Western Australia, disadvantaged by distance for on-going communication between institutions, also appeared to be used very sparingly as a venue for conferences on education.

This is the second booklet of children's writing - and some approaches to teaching it - to be produced by this College. Once again all the writing comes from children at the Churchlands Primary School and the lessons were taken by members of an elective group.

There are examples of work from grades four to seven.

Information was sought late in 1972 about problems encountered by teachers in schools with a fairly high proportion of Aboriginal children. For this purpose a questionnaire was designed to elicit information about the school situation, the surrounding community, enrolment, age and experience of the teaching staff and actual pedagogical problems encountered and methods of dealing with them. Another principle aim was to ascertain the extent to which the curiculum had been adapted to local situations and to determine what implications this might have for pre-service and in-service training.
