The purposes of this study were (1) to initiate in selected third grade classes in New Mexico, a planned program of arithmetic instruction based on the meaningful approach to the teaching of arithmetic; (2) to determine the effectiveness of the program in terms of children's achievement in arithmetic; and (3) to determine the attitude of pupils and teachers toward the program of instruction.

Statement of the problem: This study attempts to determine the degree of efficiency with which exceptional children function in regular classrooms and the extent of their social acceptance.

Introduction: Since the dawn of civilization, man has wrestled with the weighty problems of government, war, science, philosophy, and religion. Perhaps no problem has taxed man's ingenuity as much, however, as that of determining and maintaining the proper thermal environment for the various activities in which he has engaged.
