Arkansas’S 9th Grade Course Failures And Building Configurations, Sarah C. Mckenzie, Josh B. Mcgee, Sarah R. Morris

In this brief, we examine the relationship between course failures among Arkansas’s 9th grade students and the grade levels served in their school. We find that in schools that terminate at 9th grade, 9th graders are less likely to fail one or more course during the year compared to failure rates in schools that terminate at 12th grade. We suggest an increase in awareness and examination of how we assess 9th graders in Arkansas.

This study examines the relationship between a preservice teacher’s early field experiences and ratings given by their cooperating teachers during student teaching. Educator preparation programs have long been tasked with providing quality education to future teachers as they prepare them for a career in the P-12 classroom. Part of this preparation happens in P-12 classroom settings, where preservice teachers observe and interact with students and professional teachers. These early field experiences, which help prepare them for student teaching and the P-12 classroom, are required for teacher preparation program accreditation. This section highlights high-growth schools across Arkansas based on the ACT Aspire examinations in Math and English Language Arts (ELA) for the 2020-2021 academic year. For these awards, we consider schools where at least 66% of the student body is eligible for free or reduced-price lunch (FRL).
High-poverty schools are ranked by school level (Elementary, Middle, or High) based on Overall Growth (Math and ELA combined), as well as for growth in each content area independently. In the past decades, the gifted and talented (G/T) community has wrestled with an important question about improving equity: How can we best use research to increase student diversity in G/T education? There are many suggestions for answering this question but using local norms, where students are selected based on comparisons with others from a similar school context using traditional measures, has attracted much attention. This report examines student discipline in the Arkansas public schools. Using ten years of de-identified student- and infraction-level data from 2011-12 to 2020-21, provided by the Arkansas Department of Education, our research identifies a number of key trends and outcomes related to student discipline in the Arkansas public schools. This work builds upon prior versions of this report.1 While the data are only limited to the infractions and consequences reported by schools, and while we do not estimate causal effects of any policies or programs, this work includes some key findings relevant for educators and policymakers in the state.

In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

In late 2021, the Office for Education Policy at the University of Arkansas administered a survey about education topics to a representative sample of 500 Arkansas parents of school-aged children. The students of these parents attended traditional public schools (66%), public charter schools (10%), public magnet schools (4%), and private schools (7%). Eleven percent of parents reported that their child was homeschooled, and 2% reported that their child attended school through a virtual platform.

In the spring of 2020, the COVID-19 pandemic closed schools throughout the United States, forcing a shift to remote learning that lasted the rest of the academic year. In the fall of 2020, schools reopened using combinations of in-person, hybrid, and remote learning models with great geographic variability in access to in-person learning. A growing body of research shows important racial differences in the use of in-person learning during the 2020-2021 school year, with Black and Hispanic students returning to in-person learning at lower rates than white students (Camp and Zamarro, 2021; Kurmann and Lalé, 2022). The creation of web-based real-time computer simulations has given language educators incredible new opportunities to create immersive experiences for English as a Foreign Language (EFL) learners. This thesis reviewed 12 empirical studies, 3 previous literature reviews, 3 non-empirical journal articles, and 23 additional background sources investigating the impact of Immersive Virtual Environments (IVE) on EFL learners’ motivation and oral communication in EFL learning. 12 empirical studies were analyzed closely while other sources were used to provide additional information and theoretical insights. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.
For example, chapter one analyzes how universities promote DEI when hiring new faculty. I audit a subset of academic job postings and present the first evidence on how many require DEI statements, as well as the …

In Saudi Arabia, the teaching of gifted and talented students is relatively new, and research that describes the quality and effectiveness of teachers' gifted preparation programs and the training sessions they receive remain rather limited and inconsistent. Purpose: This dissertation focuses on understanding the perceptions and experiences of in-service teachers regarding gifted-focused preparation and training programs in the country. Research Design: Data were collected through observation and semi-structured interviews with teachers of gifted and talented students in the country. This study aims to examine the relationship between Northwest Arkansas K-6 teachers’ cultural competence and classroom management self-efficacy. Multiple linear regression will be the quantitative approach used for analyzing K-6 teachers’ self-reported data. Valid and reliable instruments will be used to measure the concepts as operationalized for this study. In this paper we propose a new approach to sustainable public pension funding, as an alternative to: (i) traditional actuarial full-funding policies, on the one hand; and (ii) recent proposals aimed instead at stabilizing pension debt at current levels. Actuarial contribution policies aim to fund liabilities that are wrongly discounted at the expected rate of return on risky assets; and these policies promise to do so with amortization schedules that terminate in a precipitous future drop in contributions, which never materializes. Conversely, recent debt-stabilization proposals (Lenney, Lutz, and Sheiner, 2019a; 2019b) properly discount liabilities at a risk-free rate, but effectively …

This report describes the state of pre-Kindergarten and Early Childhood Education (ECE) access and quality in the state of Arkansas. This report focuses on the 1,571 licensed public and private ECE centers in the state, describing the number of licensed seats in these centers, transportation and funding options, quality ratings, staffing, and distribution of ECE opportunities. The report also includes survey results from 520 leaders of those pre-Kindergarten and ECE centers about their experiences with and thoughts about early childhood education in Arkansas. This paper examines the effect of a state-financed merit-aid scholarship—the Arkansas Academic Challenge Scholarship (ACS)—on post-secondary outcomes at a large university in Arkansas. Exploiting scholarship eligibility requirements, we implement a fuzzy regression discontinuity design to identify the scholarship’s causal impacts on college outcomes. The analysis focuses on currently enrolled sophomores, juniors, and seniors who receive the scholarship to investigate the broad impacts of receiving money at nontraditional points in an individual’s college trajectory. Findings indicate small, negative impacts of scholarship receipt on short-run outcomes such as GPA and credit accumulation, but large statistically significant declines in the likelihood of graduating …

The COVID-19 pandemic has been a trying period for teachers. Teachers had to adapt to unexpected conditions, teaching in unprecedented ways. As a result, teachers' levels of stress and burnout have been high throughout the pandemic, raising concerns about a potential increase in teacher turnover and future teacher shortages. We use administrative data for the state of Arkansas to document the effects of the COVID-19 pandemic on teachers’ mobility and attrition during the years 2018-19 to 2021-2022. We find stable turnover rates during the first year of the pandemic (2020-2021) but an increase in teacher mobility and attrition in the …

This study assesses the course failures among Arkansas high school freshmen by different student demographic and programmatic characteristics. We analyze 10 independent cohorts of Arkansas freshmen for descriptive analyses, and then we limit our analytic sample to the two most recent years of data. Algebra I is the most commonly failed course among Arkansas freshmen. Using logit analyses, we find economically disadvantaged students are nine percentage points more likely to fail a course their freshman year than their more advantaged peers after controlling for prior academic achievement and district characteristics and fixed effects. In part via skillful use of social media, Black Lives Matter (BLM) has become among the most influential social movements of the past half century, with support across racial lines, and considerable financial backing (Fisher, 2019). Will this translate into public policy reforms which save Black lives? Systemic racism in the United States is embedded within the policies that have created oppression for certain groups. Women, people of color, and those from low-income families have less access to entrepreneurial knowledge due to the education gap. It has been determined that less than 20 percent of US patents entail a female inventor. Black and Hispanic college graduates also lack this access as fewer than half as many individuals hold patents. This research examined agricultural graduate preparedness needs through the lens of agricultural industry professionals. In the rapidly changing industry environment, continual review of agricultural curriculum needs provides relevant curriculum recommendations for academic programs. This study came at a time when agricultural curriculum was in need of review. Methodology for this study involved a qualitative mixed methods approach employing survey and interview responses. This dissertation leverages ten years of administrative data to study three questions about gifted and talented (G/T) identification and education in Arkansas: does the current system identify the right students? This mixed-method study sought to find specific factors influencing teachers in small, remote, rural school districts to continue teaching or to leave their teaching position. Additionally, this study sought to identify specific things district-level administrators could do influence teacher retention rates in small, remote, rural school districts. The quantitative data revealed the top three most influential attributes contributing to teacher retention are supportive school administration, the size of the teacher’s class, and the teacher’s relationship with colleagues.
