The Adult Literacy Resource Institute (part of UMass Boston since 1983, and 100% grant-funded) serves as the Greater Boston Regional Support Center for SABES, the state’s System for Adult Basic Education Support. We provide staff and program development services to adult basic education programs in the Boston area, especially the approximately 40 programs in the region (most located at community-based organizations) that are funded by the state’s Department of Elementary and Secondary Education and that offer ESOL, basic literacy and numeracy, high school equivalency preparation, and other classes (including family literacy, civics education, career pathways, and college transition).

This study focuses on the model developed for funding purposes since it is a high stake identification and has been the consistent method used for funding purposes within the state for at least the last ten years. The purpose of this study is to explore identification of higher performing Maine middle schools (grade 6 – grade 8) using student longitudinal data in a growth model evaluating growth versus the current value-added model of identification.

Time-based reform proposals are founded on the assumption that more time in school will produce great learning outcomes. Research shows that when schools adopt time-based reform initiatives, there are certain considerations that they should make and methods they should follow to ensure the change produces the outcomes intended. This was not the case in a local Archdiocese where a calendar extension was adopted by several elementary schools.

Students attending charter schools, including those with learning disabilities, are subject to policies set by individual charter management organizations. One practice used within some charter schools is grade-level retention, or having students repeat a grade level. Literature overwhelmingly indicates that retention is associated with negative outcomes, yet the practice continues to be used. One particular charter school that uses a strict retention policy and retains students with learning disabilities was studied to understand how the process unfolds. Men receive tenure more often than women in United States higher education. One reason may be due to current tenure policies. Within this article, the authors evaluate three policy alternatives—benefits packages targeting women, a three-track tenure process, and support programs—using the evaluative criteria effectiveness, affordability, administrative operability, and political feasibility to determine which alternative might be the best option for decreasing the tenure gap between men and women. Each policy alternative was assessed and ranked based on the outcomes associated with the identified criteria. We study the impact of a public school choice lottery in Charlotte-Mecklenburg schools on college enrollment and degree completion. We find a significant overall increase in college attainment among lottery winners who attend their first choice school. Using rich administrative data on peers, teachers, course offerings and other inputs, we show that the impacts of choice are strongly predicted by gains on several measures of school quality. Gains in attainment are concentrated among girls. Girls respond to attending a better school with higher grades and increases in college-preparatory course-taking, while boys do not.

Media Portrayal Of Individuals In The Lower Class And Its Effects On Attributions Of Educational Hardships, Krista A. Burke

This study investigated how media portrayals of individuals in the lower class affect people’s beliefs about educational hardships in lower socioeconomic areas. Specifically, this study looked at the attributions of these hardships to determine if media consumption had an effect on the internality of attributions. It was hypothesized that increased media consumption would be related to an increased tendency toward internal attributions. It was hypothesized that increased media consumption would lead to lower support for policy changes regarding education. A survey was distributed to assess media consumption habits and attitudes toward educational hardships in the lower class. Correlation results yielded …

The existence and expansion of charter schools in Arkansas continue to be controversial. Proponents of charters argue that charter schools are unfairly burdened because they do not have access to local property tax revenue. Critics of charters, on the other hand, argue that charter schools pull funding away from traditional public schools. This brief examines the funding of traditional public schools and charter schools across the state and in the particular regions in which most Arkansas charter schools are located.

The purpose of this study has been to explore the question of how factors in the work lives of teachers influence their experience of workplace satisfaction, and how satisfaction influences retention in the teaching profession. This study had three specific goals: (1) to examine whether five specified factors that teachers' encounter as workers influence their professional satisfaction, (2) to explore whether teacher satisfaction influences retention in the profession and (3) to determine whether school level taught plays a role in degrees of satisfaction a teacher experiences.

The racial/ethnic demographics of the American public school teaching force stand in contrast to the racial/ethnic demographics of the students and families who are served by our public school system. In an effort to understand the racial/ethnic demographic disparities between the teaching force and the public school student population, this study explores the perceptions of students of color as they relate to teachers' work, authority, and power. Faculty contract negotiations generally include wages, hours, and other conditions of employment as well as mutually agreed non-mandatory subjects of bargaining. Negotiators typically address wages in terms of across-the-board increases, promotion in rank, merit increases, and one-time signing bonuses. Less typically, faculty salary negotiations include various forms of equity adjustments and salary increases linked to the underlying market and social forces and to salary compression that may, or may not, be related to these forces. The authors describe how they negotiated differential discipline-specific target salaries based in part on College and University Personnel Association faculty salary data.

SUMMARY OF ARGUMENT

The Governor confines her argument in this amicus brief to whether the superior court correctly concluded that the education tax credit program enacted under RSA § 77-G violates Article 83 insofar as it permits organizations authorized to receive donations subsidized by the credit to use those donations to fund student scholarships to religious, non-public schools. In the Governor’s view, the superior court’s finding of unconstitutionality was correct.

This research serves as a consolidation of information regarding the global response to LGBT prejudice, and in particular, the response of organizations situated in China, Hong Kong, and Thailand. Interviews with activists and researchers from organizations that address LGBT prejudice served as the main form of data. Findings and subsequent analysis point to the ways in which organizations respond to the lack of visibility of the LGBT community, and how this invisibility is related to various manifestations of LGBT prejudice. Despite the relatively large number of students enrolled in Ohio’s virtual schools, it is unclear how virtual schools compare to their traditional school counterparts on measures of student achievement. To provide some insight, we compared the school performance from 2007-2011 at Ohio’s virtual and traditional schools. The results suggest that Ohio’s virtual schools have grown rapidly, but have also experienced much lower levels of school performance than traditional schools. In light of these findings, we discuss factors that may be contributing to the large number of low-performing virtual schools in Ohio. Examining Digital Inequities In Ohio’S K-12 Virtual Schools: Implications For Educational Leaders And Policymakers, Yinying Wang, Janet R. Decker

One touted purpose of virtual schools is to expand learning opportunities for students, but in reality, virtual schooling may not be readily available to all students. This study analyzes inequitable access to Ohio’s virtual schooling by examining disaggregated student enrollment data. Similar to past research, we found racial minorities and students with limited English proficiency were under-represented in Ohio’s virtual schools in comparison to traditional schools. However, unlike past studies, we found economically-disadvantaged students and students with disabilities were over-represented in Ohio’s virtual schools. The findings are explained through policy and legal lenses, and potential legal issues are discussed.

The apex of China’s 1911 Republican Revolution, the election in Nanjing of native son Dr. Sun Yat-sen, heralded an historic break with autocracy. Tragically, Sun Yat-Sen’s democracy did not last long. A bitter period of feudal strife followed as warlords sought to carve fiefdoms out of the young republic. Humiliating concessions to Japan under the Versailles Treaty added to the new republic’s problems. Continuing violation of China’s sovereignty spawned the May 4th, 1919 student movement in Peking. Reverberations from May 4th helped launch a small communist party cell in Shanghai and a larger democracy movement across the country.

In the state of West Virginia, the educator evaluation system was implemented in 2010 as part of a comprehensive system of support to increase teacher effectiveness and student learning. As part of the system, the Educator Evaluation Instrument was developed to measure teachers' effectiveness. This study was conducted to determine whether the Educator Evaluation Instrument was valid for use in measuring effectiveness.
