On 21 September 2012, California Assembly Bill 2193 was approved by Governor Jerry Brown. The bill added sections to California’s Education Code defining the terms long-term English learner and English learner at risk of becoming a long-term English learner. It mandated that the Department of Education collect data on the number of students corresponding to both new categories and report those data to school districts. This specific example of the construction of categories and labels matters because it is a clear example of how coexisting discourses and language ideologies provide a set of cultural rules, conditions, practices, and power …

The goal of this BRIEF was to compile and analyze the available evidence of the impacts of public charter schools on students and schools. Using a series of five common claims made by proponents and opponents of public charter schools as an organizer, the existing empirical evidence was reviewed. The analysis revealed that student performance in charter schools is very mixed. In some cases studies have found positive effects in achievement, others negative effects, and still others no effects. The presence of charter schools has resulted in positive changes in some traditional public schools, while in other cases there appear …

This longitudinal study examined associations between changes in School Connectedness and changes in Affiliation With Deviant Peers among students from high-poverty backgrounds during the year immediately following the transition to middle school. Sixth-graders (N = 328) attending two middle schools in a large school district completed measures of School Connectedness and Affiliation With Deviant Peers at three points across the year. Results from parallel process modeling showed that students’ reports of School Support significantly declined across the school year, School Support and Affiliation With Deviant Peers were negatively associated at the beginning of the school year, and students who reported …

Measuring the effectiveness of the Response to Intervention (RtI) framework has become a more urgent need in the broader context of educational policy and the high stakes associated with school improvement. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. Although the staff of the Colorado Department of Education (CDE) invested significant time and resources into developing the RtI implementation rubrics, they did not conduct an evaluation of the internal validity of the tools. …

This research project explored teachers’ beliefs of violence prevention approaches and self-efficacy. Relevant research indicates the value of violence prevention and conflict resolution education as well as the importance of teacher support of such programs. Theories of decision-making and self-efficacy provide the foundation for the variables that were examined through use of a survey instrument developed by Dr. K. King and Dr. T. Kandakai. Participants were sampled from two Florida school districts. Independent variables included teacher background and experience indicators including demographics and teaching/training experience. This study explored the components of Maryland's newly-implemented teacher evaluation framework and compared state requirements with evaluations to three local school systems' evaluation procedures. The study sought to investigate the relationship between three evaluation protocols in comparison to the state requirements.;Three local school districts were selected based on their student population served and the availability of their evaluation documents. Howard County Public Schools, Anne Arundel County Public Schools, and Montgomery County Public Schools were selected. Research focusing on students with learning disabilities is abundant for secondary and higher education. Studies utilizing data on students with psychological disorders cover secondary and 4-year university education. However, community college students with psychological disorders and their perception of online classes is an area of educational research which lacks data. Students across a wide spectrum of psychological disorders tend to find learning challenging. The community college's learning environment may best fit their learning styles. With modem educational innovations, the online learning methods must take into consideration the unique psychosocial, cognitive, and academic needs of the community college student population.

At the request of the Joint Standing Committee on Education and Cultural Affairs of the Maine Legislature, the Maine Policy Research Institute (MEPRI) has conducted a two‐phased study of the implementation of Maine law LD 1422: An Act to Prepare Maine People for the Future Economy. In 2013, an agreement was articulated between the United States Department of Agriculture/Agricultural Research Service (ARS) and the Smithsonian Institution to transfer the National Parasite Collection (NPC) in its entirety (fluid specimens, slide specimens, frozen tissues, and reprints) to the National Museum of Natural History (NMNH) in Washington, D.C. Current collections staff, including senior curator Dr. Eric P. Proposition 209 banned the consideration of race or ethnicity in admission decisions to the University of California (UC). The UC “clarified” their policy in 2008, recognizing that Native Americans enrolled in a federally recognized tribe enjoy a political status that enables them to be offered affirmative action, even when the consideration of race or ethnicity is banned. The Clarification led to a statistically significant surge in the Native American applicant share, acceptance rate, admit share, and enrollment share.
