Abstract

The online program management (OPM) industry is a multibillion-dollar business that works with the higher education industry. Once primarily a tuition revenue share model that marketed and enrolled new programs for institutions, the OPM business is evolving. Fee-for-service payments and services such as coaching and instructional design are now part of the OPM landscape. Although higher education institutions are spending billions of dollars, there has been very little academic research into this phenomenon. Organizational adaptation is one of the most important concepts in strategic management. Historical conceptions suggest that without it, organizations are likely to succumb to inertia in dynamic environments and with it, organizations are likely to thrive. Despite its rich scholarly history, organizational adaptation continues to lack clarity and is often conflated with market entry, performance, or survival. More importantly, managers do not have a meaningful way to determine whether their organization is well-adapted or maladapted. Given the lack of research on the critical success factors of the whole process of BOT projects, this paper conducts research on the BOT projects in Fujian Meizhou Bay, Guangdong Shajiao, and Guangxi Laibin, which applies the critical success factor (CSF) model analysis, and uses scientific questionnaire scoring evaluation to determine the success or failure of the BOT projects.
