This study seeks to contribute missing data to existing studies on the comparative nature of global third sector economies. Iceland, a modern, high-income, high-service society on the cusp of the Arctic Circle has not been included in these studies while the other four Nordic countries have all been analyzed. This study aims to map over 12,000 registered third sector organizations in Iceland to demonstrate the type and level of public-facing organized activity in the country. Singapore, with a five million population, has a vibrant charitable sector with over 2000 registered charities attracting approximately USD$2.18 billion in annual donations. How did Singapore’s charitable sector achieve its current level when it has been, in the past, segregated along mainly religious, race and clan-based communities? This paper explores this question by piecing together the current ecosystem, regulatory and tax infrastructure which facilitates the charitable sector in Singapore. A basic theoretical challenge for third sector scholars today is to speak in general and consistent terms about the institutional and normative orders forming outside households, markets and governments in numerous countries, regions and urban centers everywhere. The third sectors of the world have formed in light of a range of distinctive local conditions, including history, culture, law and other factors. A growing international group of scholars has produced a convincing, although limited and partial model of the third sector based in the linked concepts of nonprofit organization, nonprofit sector and non-distribution constraints. Discussions of boards in the third sector literature usually proceed from assumptions grounded in Weber’s rational-legal authority and international management principles like those of Henri Fayol. The generalizations made about boards are based on rational-legal views of the board as the principal governing body of a nonprofit organization. Much less frequently examined are the roles and functions of boards in organizations grounded in other forms of authority. The third sector is currently the most popular label for capturing the activities of a highly diverse set of tax-exempt corporations and nonprofit organizations. For some, the third sector is also the nonprofit organization sector, although for many of us it is also the sector of voluntary associations, clubs, self-help groups, and volunteering, although these components of voluntary action have been over-shadowed by interest in nonprofit management.
