Modern organizations need effective ways to assess cybersecurity risk. Successful cyber attacks can result in data breaches, which may inflict significant loss of money, time, and public trust. Small businesses and non-profit organizations have limited resources to invest in cybersecurity controls and often do not have the in-house expertise to assess their risk. Cyber threat actors also vary in sophistication, motivation, and effectiveness. In this dissertation I set out to expand our collective understanding of creativity in organizations. I accomplish this through three related studies, each organized into independent chapters of this dissertation.

The first study explores how demands of organizations, particularly strategic contradictions faced by decision makers, affect creative processes and products. In this chapter I develop the theory of paradoxical creativity, which posits that creative discovery is a function of how strategic contradictions are perceived by decision-makers. This thesis explored the impact of heroic actions on depot maintenance operations in terms of aircraft flow days through programmed depot maintenance and in terms of lost production hours. In an area of fiscal uncertaintly and reducing budgets, an understanding of the impact of heroic actions would lead to efficiency gains for the Air Force. Depots do not routinely report the associated impact of heroic actions on their operations and recent efforts to assess these impacts have not arrived to a definitive conclusion.

A strategic process is desirable for project-based organizations in order for them to be efficient and effective when developing Modeling & Simulation (M&S) systems. This thesis proposes an overarching process that combines traditional M&S and Engineering Management methodologies in a new framework to support M&S organizations during the procurement process.

This thesis proposes both a Strategic Project Management Process (SPMP) and a systems engineering process for M&S federation development projects.
