People with intellectual disabilities (ID) aspire to gainful employment1. To assist them with this goal, state vocational rehabilitation (VR) agencies offer employment services based upon Individualized Plans for Employment (IPEs). A commonly used measure of outcomes is the rehabilitation rate, defined as the percentage of individuals exiting the program who have achieved an employment outcome after receiving services with an IPE. This indicator does not consider that not all eligible consumers progress to receive services after an IPE is developed. This occurs for a variety of individual, service, and systems reasons. Although often viewed as a dismal failure, the National Labor Relations Act (NLRA) has been remarkably successful. While the decline in private sector unionization since the 1950s is typically viewed as a symbol of this failure, the NLRA has achieved its most important goal: industrial peace.

Before the NLRA and the 1947 Taft-Hartley Amendments, our industrial relations system gave rise to frequent and violent strikes that threatened the nation’s stability. For example, in the late 1870s, the Great Railroad Strike spread throughout a number of major cities. In Pittsburg alone, strikes claimed 24 lives, nearly 80 buildings, and over 2,000 …

Explaining The Persistence Of The Informal Economy In Central And Eastern Europe: Some Lessons From Moscow, Colin C. Williams

To evaluate critically the competing explanations for the persistence of the informal economy that variously represent this sphere as a residue, by-product, alternative and/or complement to the formal economy, this paper reports a survey of livelihood practices in 313 Moscow households. The finding is that the majority of households primarily depend on informal work to secure their livelihood and that although each and every theorisation is wholly valid with regard to particular types of informal work and/or specific population groups, no one articulation fully captures the diverse nature and multiple meanings of the informal economy in contemporary Moscow. Theorizing The Self-Service Economy: A Case Study Of Do-It-Yourself (Diy) Activity, Colin C. Williams

Recently, it has become increasingly recognised that self-servicing is a growing rather than declining phenomenon. To explain this, a range of competing theories have emerged which variously portray those engaged in self-servicing either as rational economic actors, dupes, seekers of self-identity, or simply doing so out of necessity or choice. This paper evaluates critically the validity of these rival explanations. To do this, the extent of, and reasons for, self-servicing in the domestic realm is empirically evaluated through an internet survey of 5,500 people living in the city of Sheffield in England. From Market Hegemony To Diverse Economies: Evaluating The Plurality Of Labour Practices In Ukraine, Colin C. Williams

Drawing inspiration from a burgeoning corpus of scholars who have begun to question the narrative of impending market hegemony, this paper seeks to further advance this emergent ‘diverse economies’ literature by constructing a conceptual framework for representing the multiple labour practices in economies. Transcending the simplistic market/non-market dichotomy, this conceptualises multiple kinds of labour existing along a spectrum from market-oriented to non-market oriented practices, which is cross-cut by another spectrum ranging from wholly monetised to wholly non-monetised practices. [Excerpt] Amartya Sen has made fundamental contributions to the study of distributional aspects of economic growth and decline. Among his pathbreaking works are his lectures on the economics of inequality (Sen, 1973), his article on the axiomatics of poverty measurement (Sen, 1976), and his book on anti-poverty policy in the context of famines (Sen, 1981). This paper is concerned with one of these areas, namely, the measurement of poverty and the implications for anti-poverty policy. [Excerpt] The U.S. Social Security system faces serious financial difficulties in both the short and the long run. The short-run problem is that the system has very meager financial reserves. In the long run—after the year 2010, when the post-World-War-II baby-boom generation reaches retirement age—the financial problems of Social Security will intensify because of population aging and the consequent decline in the ratio of workers to retirees.

[Excerpt] Most of the policies intended to affect urban employment are not specifically employment policies nor are they specifically urban. Rather, the amount of urban employment, the composition of that employment, and the returns from it are determined by a whole host of policies. To review them all in a short paper is an impossible undertaking. The criterion by which I decided which policies to consider is policy-relevance, asking which set of policies is apt to have the largest impact on employment.
