Developing A Competency Model For Highway Safety Engineers: A Delphi Method, Garrett K. Wheat

The primary purpose of this study was to determine the core competencies needed by State DOT Highway Safety Engineers as perceived by Highway Safety experts in the United States. First, a list of competencies was identified. Next, a panel of Highway Safety experts determined the importance of each identified competency for the current year (2020) and for the future (year 2030). Finally, ratings provided by the panel were tested for the presence of consensus.

The context of the study was assessment of whether corrections officers in Appalachia are receiving adequate health and safety training who attended health and safety trainings sessions provided by the OSHA Training Institute and Education Center on the campus of Eastern Kentucky University. Participants included in the study were corrections officers who have been working in corrections for a minimum of two years. This study compares the educational effectiveness of two different methods of teaching three senior-level management courses at the United States Air Force Academy. The first method, known as relational instruction, combined Management Information Systems MIS, Marketing, and Strategic Management into one three hour course worth nine credits. The team of instructors used a variety of delivery methods to present material. The second method of instruction employed single topic courses covering the same three topics as the relational course, taught by single instructors in one hour blocks using mostly lecture to deliver material.
