Effects Of Residential Xeriscape Conversions On Property Values: A Baseline Case Study, Andréa E. Baker

The conversion of grass lawns to xeriscape has become more prevalent in the desert Southwest, including here in the Las Vegas Valley. The purpose of this thesis was to determine whether the conversion of residential landscapes from grass lawn to xeriscape influences the property value of a home. This case study involved the comparison of property values for residential homes that had participated in the Southern Nevada Water Authority’s Water Smart Landscapes rebate program and non-participant homes with similar amenities before and after the landscape conversion. A Monte Carlo Analysis Of Hedonic Models Using Traditional And Spatial Approaches, Helen R. Neill, David M. Hassenzahl, Djeto D. Assane

Hedonic regression analysis of single family homes typically includes structural variables, locational variables and neighborhood quality characteristics. When nearby properties are related, Dubin (1988) reports that error terms are spatially autocorrelated. Estimation methods for these spatially autocorrelated error terms or hereafter, spatial approaches, include maximum likelihood estimation (MLE) and kriging techniques such as kriged maximum likelihood estimation (KMLE). Unfortunately these spatial methods require massive computer resources and are limited to significantly fewer observations than traditional ordinary least squares (OLS). This paper investigates the combination of spatial approaches and Monte Carlo analysis, a method that approximates large data sets. A question …

The Las Vegas Valley is one of the driest regions in the southwest United States. Due to limited water supplies from the Colorado River, rainfall, and groundwater sources, the water requirements of the valley’s growing population is slated to surpass the current available water supply. The purpose of this comparative study is to quantify the amount of consumptive water used at a major Las Vegas resort/casino in one year. There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. Hedonic price method studies have assumed that individuals consider air quality as a characteristic of their homes. The purpose of this study is to determine if air quality is a significant characteristic considered when an individual decides where to live. This study uses a survey to determine where air quality ranks amongst the different characteristics of a home. My results show that air quality is significant but ranks below structural and neighborhood characteristics.

The Nevada Risk Assessment/Management Program (NRAMP) was part of a national effort by the U.S. Department of Energy (DOE) to develop new sources of information and approaches to risk assessment, risk management, risk communication and public outreach as these objectives relate to the ecological and human health effects of radioactive and hazardous material management and site remediation activities. This final report presents a synopsis of the NRAMP effort that occurred from 1995 to 2000. Barely noticed amid the returns from the 1998 midterm elections was a quiet revolution that goes to the heart of how and where Americans live. While most news accounts focused on the high-profile candidate elections, voters across the nation-in Democratic and Republican areas alike-approved more than 160 state and local ballot measures intended to preserve open space and limit urban sprawl.
The coalition forming around the idea of limiting sprawl includes environmentalists, farmers, big-city mayors, and some developers. But perhaps most important, the so-called "smart growth" movement also includes many suburban voters who are fed up with growth. For example, …

The Las Vegas hotel and restaurant industries generate 27% of the total waste for Clark County, Nevada. In an effort to study and increase recycling participation in the hospitality industry, Las Vegas hotels and restaurants were contacted to participate in a collaborative project between UNLV's Department of Environmental Studies and the Clark County Health District's Environmental Health Division, The project involved interviewing establishments with recycling programs currently in place. Information gathered from interviews and program tours was used to develop programs for hotels and restaurants who were not yet recycling. From 1987 through 1992 the Las Vegas Flamingo Hilton instituted resource efficiency improvements in electrical, natural gas, water and materials consumption. In 1992, the Flamingo Hilton commissioned the University of Nevada Las Vegas Environmental Studies Department to analyze and quantify the improvements made by The Flamingo Hilton and investigate the potential for further improvements.
Historical billing data from the periods 1987 - 1992 were used to analyze past and present (1992) electric, natural gas and water consumption. Materials disposal data was only available for a ten month period in 1992. Pollutant emissions data were supplied by Nevada Power Company.
