Selecting an appropriate competition strategy in bidding is the ambition of most contractors. The multiple requirements of clients encourage contractors to consider other strategies to deliver additional benefits besides offering a low-price bid. Offering low bids will reduce contractors' profits and potentially make development less attractive. Contractors need to understand their specific resources that generate competitive advantage and accordingly develop strategies to win contracts. This paper reports the findings from a recent survey on competition strategies in the Hong Kong construction industry. Purpose - The purpose of this paper is to introduce a quantitative method for assisting contractors to select appropriate projects for bidding by considering multiple attributes and integrating decision group member opinions.
Design/methodology/approach - The fuzzy technique for order preference by similarity to ideal solution (TOPSIS) method is used to help contractors make decision on project selection and the linguistic terms are defined for representing the triangular fuzzy numbers for ratings of alternatives and weights of criteria.

Cross-border regional planning raises particular planning issues due to the different planning philosophies and mechanisms used in neighbouring state jurisdictions. This paper explores cross-border regional planning issues emerging in two rapidly urbanising adjacent regions on Australia‟s east coast: South East Queensland (SEQ) and Far North Coast New South Wales (FNC NSW). Using literature review and documentary research, the paper examines contemporary regional planning for these two regions in several contexts, including the rise of regional planning in Australia; conceptions of „central‟ and „remote‟ regions; and international comparison. Project management standards address change control but are largely silent on change implementation. As the majority of projects involve some degree of organizational or behavioural change, and as project management is now applied to implementation of organisational changes as a specific project type, extension of coverage to recognise specific activities and competencies involved in effective change implementation should be considered in review of project management standards. As input to such a review, this paper presents results of research investigating the project and change implementation practices used, in practice, on projects requiring varying degrees of organizational and behavioural change.

This paper first gives a snapshot of how some articulate contributors to a broader future-oriented non-management literature perceive the growth of specialization of avocations/ professions. There are more than twelve hundred of these restaurants spread through-out the United States and across the world in places as diverse as China, Indonesia, and Venezuela. In 2001, the first Outback Steakhouse to open in Australia was launched in Parklea, New South Wales. By 2011, another six of these restaurants were operating in New South Wales with further Australian expansion planned. The Jos Museum Arabic Manuscripts Collection is one of the oldest and largest manuscript collections in Nigeria. Because of the collection’s importance, its extremely poor housing and condition, the Jos Museum Arabic Manuscripts Conservation (JMAMC) Project was created. The goal of the week-long project was to gather fine-grained, detailed information as to the state of the collection so that a more comprehensive conservation, cataloging and digitization project could be formulated. Biddle details why the collection should be transferred on long-term loan to Arewa House Kaduna.

Fault detection and diagnostics (FDD) tools are being increasingly applied in air-conditioning systems. There are many different protocols used in these FDD tools, so an important question to ask is: how well do the protocols work? This paper describes the ongoing development of the first standardized method of evaluation for FDD protocols applied to air-cooled vapor compression air-conditioning systems. The general approach is to feed a library of data – including temperatures, pressures, and humidity – to a candidate FDD protocol, and observe the responses of the protocol. Purpose – Proper assessment of contractors' competitiveness is important for assisting contractors in taking internal analysis and for assisting clients in selecting suitable contractors. This paper seeks to address this issue.
Design/methodology/approach – With previously identified contractor key competitiveness indicators (KCIs), this study presents a fuzzy competitiveness rating (FCR) method for measuring contractor competitiveness with reference to the Hong Kong construction industry. A set of linguistic terms is used for facilitating the assessment process.

The collapse of capital markets is having an impact of the funding arrangements for economic and social infrastructure projects in Australia. Bearing this in mind, this paper seeks to examine whether the current volatility and uncertainty in capital markets in Australia affects the feasibility of privately financed infrastructure and specifically the public-private partnership PPP method of procurement. This paper examines the role and dependency that capital markets play in funding PPPs, current market conditions, and how they will affect PPP viability. In addition, alternative funding and procurement mechanisms that can be used for short- and medium-term infrastructure deliveries are presented.

The public - private partnership (PPP) market in Australia is considered to be sophisticated and mature. Yet there have been several major failures that have occurred with economic infrastruc ture projects. Building on the experiences of Australia, we examine the underlying concepts of PPPs and the pertinent issues that have arisen during the procurement of infrastructure projects. Lessons learnt from implementing PPPs with respect to risk allocation, certainty, incentives, intergenerational equity and fiscal sustainability, and the cost of capital are identified and discussed. After the 2005 hurricanes, newcomers arrived in New Orleans to help rebuild the city. The influx of one identifiable group, young professionals and postgraduates, raised hopes and concerns that New Orleans would gentrify. Based on semistructured interviews with 78 young and mid-career professionals, this paper examines how the young professionals approached an ambivalent situation where they were working to rebuild a better city while retaining its distinct cultural qualities, given that their presence itself contributed to the cultural change. In multicandidate elections, an unpopular candidate can often win with a minority of the vote if his or her opponents split their votes among several candidates. To solve this problem, some commentators have endorsed instant runoff voting (IRV). Under IRV, voters rank their choices, and the choices of the weaker candidates would be distributed among the leaders. As a result, a candidate who has a plurality of votes but is opposed by the majority of the electorate would be less likely to prevail. Most law-related scholarship on IRV has either strongly endorsed or strongly opposed IRV. This article, by contrast, …
