The proposed Dickey-Lincoln School Lakes Project in northern Maine is a multipurpose installation on the St.John River. The combination hydroelectric power and flood control project is located in Aroostook County, Maine, near the Canadian border. The two proposed earth fill dams located at Dickey are 10,200 feet in length with a maximum height of 335 feet. They would impound 7.7 million acre feet of water at a maximum pool elevation 910 feet mean sea level. Whether or not there has in fact been a universal "taxpayer revolt", the economic conditions of the past few years have caused both city officials and the public at large to seek relief from the increasing burden of the property tax. I have dwelt at length with the Historic Districts of Federal Hill, because of the importance of the dwellings that are still in existence, which are a carryover of the first homes erected in this area. These homes are structures which represent a period of the past, and fortunately, have been preserved to this date. They should continue to be preserved, in order that the fine architecture, the opulence of the era, and the pattern of development of the past, can still be seen, and to the direction that Federal Hill developed, and how it radiated from certain focal points.

Dickey-Lincoln School Lakes Project

The purpose of this Draft Supplement (SDEIS) to the Revised Draft Environmental Impact Statement (RDEIS) is to evaluate the environmental impacts of the Fish and Wildlife Mitigation Plan proposed for Implementation in conjunction with development of the Dickey-Lincoln School Lakes Project, Maine (Appendix K, RDEIS and Attachment 1 of the Report). Although the mitigation plan is intended to mitigate rather than impose adverse environmental impacts, the mitigation measures proposed do constitute a major Federal action requiring the development of a supplemental environmental impact statement pursuant to the National Environmental Policy Act of 1969.

In the 1780's, most of Federal Hill was still open fields - a place for the cows to graze on, overlooking the great salt cove to the north and the east, and there were marshes to the south, (now, South Providence), and the wild open spaces were to the west.

In 1788, Amos Maine Atwell (named after a ancestory who owned the entire Province of Maine) and several other businessmen formed a syndicate (a type of corporation) to improve and develop the West side of the city of Providence.
