Dickey-Lincoln School Lakes Project

The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. More importantly, project plans should be evaluated in a "manner calculated to encourage harmony between man and his environment." In other words, project plans or …

Dickey-Lincoln School Lakes Project

Two dams are proposed on the St. John River in northern Maine: Dickey, a high earth filled dam immediately above the confluence of the Allagash with the St. John, will have an installed generating capacity of 760 MW; and Lincoln School Dam, 11 miles downstream, a capacity of 70 MW. These dams are scheduled for completion during the mid 1980's. The U.S. Corps of Engineers, New England Division, has been allocated funds to design the project and prepare their own environmental impact statement. This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. Federal legislation enacted in January 1974 created federal agencies to produce a rail plan process for the Northeast United States and to monitor and evaluate the programs. A a result of the federal enactment, many states are producing rail plans. Wisconsin is presently preparing one such plan which included the elements of freight operations. The State also has produced a Manual for State Railroad Planning. Both documents have included railroad abandonment as topic of discussion. The architectural and spatial design and two public housing projects, Brownsville and Van Dyke, located in the Brownsville section of Brooklyn, New York, were tested to determine their effects upon the crime rates and mental illness. While keeping the socio-economic factors under limited control, a data comparison approach was used to illuminate any difference in the crime and mental illness rates between the two projects. A significant difference in the crime rates was noticed between them with the Van Dyke Houses having a higher crime rate. Revised draft combines data previously published in two separate impact statements prepared by the corps relating to the dams, reservoirs and power plants and by the U. S. Department of Energy for transmission facilities to link the St. John River development to the New England power grid. The latter agency is responsible for the marketing and distribution of power generated at federally-financed installations.

At least a partial answer, maybe even a portent of 1984, may lie in a municipality concept described recently by Chester E. Smolski, associate professor of geography at Rhode Island College.

New town, the name generally given to the concept, is familiar, but to most people, the details are vague. Professor Smoslki recieved a grant from the National Science Foundation in 1968 to go to England for a year to study new towns.

This report was under-taken primarily to evaluate the impact that the construction of the Dickey-Lincoln project would have upon the resources of the Upper St. John River, and to examine the assertion that the Dickey-Lincoln project constitutes a wise use of the public's environmental and economic resources. Since the case that has been made for the construction of the Dickey-Lincoln project rest primarily on the justification of the project in economic terms, this aspect of the project proposal will be intensively explored.

It has long been realized that tributary urban development and channel improvement greatly affect the flow regime in a given watershed. A previous study used the Stanford Watershed Model to derive relationships expressing how the flood peaks in Sacramento, California, might be expected to vary with changing conditions of urbanization, channelization, and tributary drainage area. In order to observe the effects of climatic setting and geographical location on these relationships, the same type of analysis was applied to a drainage area near Louisville, Kentucky.
