The agricultural land stands for a total of approximately 3.5 million ha which characterized about 3.5% of the total area of Egypt in 2007. The urban encroachment over arable productive agricultural land in Egypt is common and is called (urban desertification). Therefore, the annual loss of arable land to urbanization is 1.2%. This study provides a provision by provision comparison of all 47 Pakistani BITs. This document analyzes the effects of the moratorium on renewable energy incentives passed in Spain in January 2012. It draws the following conclusions: 1) Adjustments to the electric grid should neither be placed on consumers nor on energy efficiency & savings policies; 2) Although it is recognized that the power system is unsustainable, not enough is being done to reform it; and 3) Renewable energy is not the source of the tariff deficit; rather, despite the cuts made to renewable energy, energy costs continue to rise even as demand falls.

This article discusses the conservation efforts to protect Sierra Caral, the most biodiverse forest remnant in Guatemala, from severe deforestation. This is occurring largely due to the forced displacement of campesinos by narco-ranchers in the Motagua Valley. In addition, the article provides the bill's aspects and an in-depth look at what the Sierra Caral conservationists are proposing in their efforts to be sensitive to the displaced residents.

Works of journalism by journalism academics can be valuable outcomes of research without making the claim that they are scholarly works per se. In the discussion of the feature article Learning in both worlds that follows, I make a case for the importance of writing and publishing this piece of journalism as an outcome of my research on the interplay of news media and bilingual education policy in Australia’s Northern Territory 1988-2008. I also advocate the ‘experimental’ possibilities such works of journalism offer for ‘testing’ research findings, concepts and theories.

Bring Your Own Technology: A Public School Technology Policy Case Study, Cynthia Bauter

This case study examines a large Texas school district that implemented a “bring your own technology” (BYOT) technology policy. The study considers teachers’, administrators’, and students’ issues and challenges as a result of the implementation. The study finds that although this policy is aligned with national and state technology integration standards for education, it is problematic in reality. Questions are raised about equity and adequacy, the need for professional development to deal with implementation, and the intention versus the reality of BYOT policies.

Monitoring Students And Enforcing Information Technology Use Policies In Universities, Jimmy D. Speers

This paper presents the results of an Internet survey of university Information Technology (IT) managers on the use/abuse of IT resources by a university’s students. The survey sought data on university size, public/private organization, whether there were policies in place on acceptable use of IT resources, possible student use and actions, and finally how IT resources were monitored if they were monitored. Results revealed that most universities had policies on the proper use of IT resources but were very unlikely to monitor use/abuse of IT resources mainly due to a lack of personnel. [Excerpt] The findings we report above have implications for both institutions and their faculty members. In some states, rapidly growing college age cohorts will require academic institutions to hire large numbers of new faculty in the years ahead to fill positions created to meet the expanding demand for enrollments. Nationally, institutions will have to replace a large number of retiring faculty members in the years ahead. This suggests that most institutions’ concern in upcoming years will not be how to encourage their faculty members to retire. Rather, their concern will be how to continue to draw on the skills of …

This paper examines factors leading to state-level fuel ethanol subsidies. The federal Renewable Fuels Standard (RFS2) mandates a certain volume of ethanol production through 2022. However, the $6 Billion federal ethanol subsidy expired at the end of 2011. Because the mandated amount of ethanol production from corn continues to increase until 2015, there is evidence that ethanol producers may look to the individual states to ensure that higher levels of ethanol production remain profitable. In January 2008, the government ofCanada announced the adoption of the policy that international treaties would be tabled in the House of Commons following their signature or adoption and prior to Canada formally notifying its intention to be bound by the treaty. This article provides an overview of the Tabling Policy, the domestic legal structure of treaty-making in Canada, a description of the international instruments that have been tabled under the Policy from 2008 to 2011, and a review of the one treaty that has been discussed at length in the House of Commons.

Formal accession to various treaties and conventions on intellectual property rights instruments should not be mistaken for actual internalization of the policies, structures and norms required for reaping the promised benefits of participation in such regimes. As pertains to feminization of social welfare, the inability to acknowledge male victims of domestic violence is attributed less to personal preference and more to cultural traditions of the Western patriarch. Yet, according to scholarly literature, men in the U.S. are equally as likely to be the victims of domestic violence by women as are women by men. Insufficient resource allocation causes an Internet information security (infosec) problem that public policy could improve. Lack of transparency lets organizations avoid addressing internal risks, leaving vulnerabilities that are exploited by botnets, threatening information security of other Internet participants. Their protection provides no economic benefit to the firm, so this negative externality causes underinvestment in infosec. Public policy could provide a partial solution by adding incentives for organizations to have well-configured infosec. Plants and seeds can be purchased with SNAP (formerly Food Stamps, renamed Supplemental Nutrition Assistance Program, or SNAP in 2008,) but most current SNAP participants are unaware. Nearly four decades ago, in 1973, Alabama Senator James Allen championed an amendment to allow the purchase of food-producing plants and seeds with Food Stamps. The Senate passed the amendment after less than ten minutes of floor debate. However, in the ensuing decades, there has not been a focused national effort to make SNAP participants raise awareness of this choice that is available to SNAP participants, nor to connect SNAP participants to resources …

James G. Blaine was a prominent American politician of the late 19th Century. Although Blaine was an unsuccessful Republican candidate for President in 1884, U.S. Secretary of State, Speaker of the House, and a Senator from Maine, his primary legacy was the enshrinement of "anti-aid" amendments in the constitutions of 39 U.S. states. These so-called "Blaine Amendments" were designed to prohibit government funds from supporting "sectarian" religious organizations such as schools and charities. In Blaine's day, "sectarian" was widely understood to be a euphemism for "Catholic". Nondenominationally Protestant organizations such as the public schools of the day were considered to …
