June of 2006 marked the first anniversary of the United States Supreme Court's ruling in Kelo v. City of New London, making this a good time to analyze the past year's flurry of activity and assess what it means for local governments. As of mid-May of 2006, more than forty states were considering legislation in reaction to the Kelo ruling, and fifteen have already enacted such legislation.

Tick pheromones that regulate assembly, attraction/aggregation/attachment, and mating behavior have been described. Most of the compounds regulating these behaviors are purines, substituted phenols, or cholesteryl esters. Other pheromonal compounds include organic acids, hematin, or ecdysteroids. Novel devices have been developed that combine the specific compounds comprising these pheromones with an acaricide. When applied to tick-infested vegetation or directly to the body surfaces of livestock or companion animals, these devices are effective for tick control. The signature tax policy tension of the last two decades (at least) has been whether the federal tax base ought to reach income or only consumption. At the individual level, the current Internal Revenue Code (payroll taxes aside) incorporates an income tax base with numerous consumption tax components - provisions that allow either immediate deduction of a non-consumption capital expenditure (as under a cash-flow consumption tax), such as qualified pension plan and IRA savings, or exclusion of the returns to capital (as under a wage tax), such as the exclusion for home sale gain and Section 103 interest. The current tax treatment of qualified residence interest is far from perfect. The President's Advisory Panel on Federal Tax Reform's proposal related to the current home mortgage interest deduction does little to advance Congress' clearly-stated policy of encouraging homeowership while, at the same time, it will have an almost-certain negative effect on home prices. The author asserts that those whose home is their most valuable asset have much to fear should the Panel's recommendations come to fruition.

This essay seeks to address a puzzling element of the current political and legal struggles over abortion in the United States: if, as pro-life activists insist, embryos are morally equivalent to born, living persons, then why do these activists not oppose in vitro fertilization (IVF) as aggressively as they oppose abortion? IVF accounts for a significant number of destroyed embryos. Constitutionally, IVF appears to be a much more vulnerable target than abortion. The public funeral was held on March 9, at the huge and impressive Metropolitan Memorial United Methodist Church, on Nebraska Avenue in Washington, D.C. Among the many speakers at this "Service of Death and Resurrection" was the Rev. Dr. William A. Holmes, senior pastor at the Church, speaking on "The Churchmanship of Harry Blackmun." HIV-1 subtype C is the most common HIV-1 group M subtype in Africa and many parts of Asia. However, to date HIV-1 vaccine candidate immunogens have not induced potent and broadly neutralizing antibodies against subtype C primary isolates. We have used a centralized gene strategy to address HIV-1 diversity, and generated a group M consensus envelope gene with shortened consensus variable loops (CON-S) for comparative studies with wildtype (WT) Env immunogens. Our results indicate that the consensus HIV-1 group M CON-S Env elicited cross-subtype neutralizing antibodies of similar or greater breadth and titer than the WT Envs tested, indicating the …

Purpose: The purpose of this study was to explore the benefits of a peace curriculum and the social interactive behavior of preschool children as measured by the Devereux Early Childhood Assessment Program (DECA) and societal factors. The ultimate goal of this study was to determine under what societal conditions would a preschool child, who is exposed to a peace curriculum, display less aggressive behavior. Furthermore, this research investigation explored which personal structure factors were impacted by this type of intervention.

Surface reconstruction from a set of sample points is important in many applications, including computer graphics, reverse engineering, computer vision and medical imaging. In this dissertation, several surface reconstruction techniques are investigated and the Alpha Shapes method is studied in detail. A new method, called Gamma Shapes, is introduced and implemented for reconstructing surfaces from a set of unorganized sample points. The Alpha Shapes method requires that the data point set be uniformly sampled in order to reconstruct an acceptable surface. Due to the high flexibility and versatility in the process development of microfluidic devices, an epoxybased, high-aspect ratio photoresist SU-8 is now attracting attention as the main structuring material of the fluidic channels. Manipulation of the surface properties of SU-8 channel wall is critical to attach functional films such as enzyme-immobilized layers or biocompatible layers. We describe a new in situ patterning method to form a hydrogel film on SU-8 by a photografted polymerization procedure. The hydrophobic surface of SU-8 is modified using a surface bound initiator HCPK (1-hydroxycyclohexyl phenyl ketone). Creating a successful picture book is neither an easy nor simple process. The illustrations must-harmonize with the text, move the reader smoothly through a story, and be, as Burningham puts it, "verdant." To achieve this, an author/illustrator must be prepared for constant revision. In my story The Fantastic Transformation of Frog the main character experiences some bizarre changes, but reverts to his normal state in the end. Through my process of creating a picture book, my story also went through numerous changes, but, unlike the main character's changes, these changes were not reversed. They led to other changes.

Multiple sclerosis (MS) is a neurodegenerative disease characterized by an autoimmune attack against myelin sheaths in the central nervous system (CNS). Resulting debilitations vary from sensory, motor, and coordination abnormalities to visual difficulties as well as bowel, bladder, sexual, and cognitive dysfunction (Fox, 2006). Mitoxantrone (Novantrone) is an FDAapproved drug used to treat the secondary-progressive form ofMS due to its demonstrated immunosuppressive properties. Part two gives a brief discussion of relevant Equal Protection jurisprudence. The section begins with a summary of general Equal Protection law. Actor training, like the theatre in Brazil, has historically been a middle and upper class pursuit that followed European models, namely Stanislavski's system. Yet within Brazil there is a wealth of diverse cultures that are inherently theatrical and well suited for application in actor training. In this study I explore one such culture, the Afro Brazilian religion Umbanda. First, I examine its formation to illuminate how the religion itself performed (or served as a site for cultural interaction) throughout history. Properties and seasonal evolution of North Pacific Ocean subtropical mode water (STMW) within and south of the Kuroshio Extension recirculation gyre are analyzed from profiling float data and additional hydrographic and shipboard ADCP measurements taken during 2004. The presence of an enhanced recirculation gyre and relatively low mesoscale eddy variability rendered this year favorable for the formation of STMW. Within the recirculation gyre, STMW formed from late-winter convection that reached depths greater than 450 m near the center of the gyre. Formaldehyde (HCHO) columns measured from space provide constraints on emissions of volatile organic compounds (VOCs). Quantitative interpretation requires characterization of errors in HCHO column retrievals and relating these columns to VOC emissions. Retrieval error is mainly in the air mass factor (AMF) which relates fitted backscattered radiances to vertical columns and requires external information on HCHO, aerosols, and clouds. Here we use aircraft data collected over North America and the Atlantic to determine the local relationships between HCHO columns and VOC emissions, calculate AMFs for HCHO retrievals, assess the errors in deriving AMFs with a chemical transport model (GEOS‐Chem), and …

Children whose mothers go to prison are at high risk for poor outcomes of many kinds,including externalizing behaviors, internalizing disorders, school dropout, and eventual criminal activity. Inhibitory control, moral emotions, emotion regulation, and stressful life events were examined as predictors of externalizing and internalizing behaviors in children of incarcerated mothers. Participants were 50 children age 6 to 12 years (M = 9.77 y, SD = 1.54) with mothers currently in prison who attended a faith-based recreational summer camp. Inhibitory control was not impaired in these children, showing that their brains were functioning appropriately in this area of executive functioning. Inhibitory …

Many processes contribute to the variations of currents, sea surface height (SSH), and thermocline depth in marginal seas. Energetic examples range broadly over time scales from slow mesoscale and interannual variations to rapid basin oscillations, internal tides, and near-inertial oscillations. Our measurement array in the Japan/East Sea (JES) offered a special opportunity to study these processes simultaneously, revealing important interconnections among them.

The following article surveys some of the significant developments in the field of cross-border insolvencies and secured financing during the twelve months prior to December 1, 2005. The most publicized and long-awaited bankruptcy development was the enactment of legislation in the United States to adopt the UNCITRAL framework for the recognition of foreign insolvency proceedings. Even with the adoption of the UNICTRAL framework, American courts continued to render significant decisions under the former law which may, over time, inform practice, under the UNICTRAL provisions. Background: The causal mechanisms of differential disease progression in HIV-1 infected children remain poorly defined, and much of the accumulated knowledge comes from studies of subtype B infected individuals. The applicability of such findings to other subtypes, such as subtype C, remains to be substantiated. In this study, we longitudinally characterized the evolution of the Env V1–V5 region from seven subtype C HIV-1 perinatally infected children with different clinical outcomes. We investigated the possible influence of viral genotype and humoral immune response on disease progression in infants.

An ongoing study of mother-to-child human transmission in Zambian women (n = 3,160) allowed us to examine the association of medical injections with HIV serostatus while simultaneously accounting for other factors known to be correlated with HIV prevalence. Multi-method data collection included structured interviews, medical record abstraction, clinical examinations, and biological measures. Medically administered intramuscular or intravenous injections in the past five years (but not blood transfusions) were overwhelmmgly correlated with HIV prevalence, exceeding the contribution of sexual behaviors in a multivariable logistic regression. Statistically significant associations with HIV also were found for some demographic variables, sexual behaviors, alcohol …
