This paper considers the problem of identifying regions in the complex-plane, such that the phase of polynomials having roots in those regions, is bounded by that of a few extreme polynomials. Applications of the results are also described.

The study has lots of lessons for Nigeria, it suggests that the CBN should review its OMO programming, especially by identifying the major components of the other assets (net) of the CBN, which often time distort the monitoring of the growth in money supply. The operating target (bank reserves) of OMO should be linked to the interest rate movement and the size of OMO for final sale should be decided after the bids have been received. Also the CBN should introduce its own instruments to complement the existing OMO instruments; the CBN's facilities to banks should be fully backed by …

A set of nonlinear differential equations that describe the dynamics of the ART1 model are presented, along with the motivation for their use. These equations are extensions of those developed by Carpenter and Grossberg (1987). It is shown how these differential equations allow the ART1 model to be realized as a collective nonlinear dynamical system. Specifically, we present an ART1-based neural network model whose description requires no external control features. That is, the dynamics of the model are completely determined by the set of coupled differential equations that comprise the model. It is shown analytically how the parameters of this …

The Citadel, the military college of South Carolina, and the Virginia Military Institute, two bastions of male privilege in the South, are fighting to keep women out with vengeance reminiscent of the era of massive resistance. In Illinois, a putative father's relationship with his child can be arbitrarily terminated by the State. A man who fathers a child and abandons both the mother and child is subject to court termination of his parental rights. However, the same person can actively care for and participate in every way with his child's rearing, and still be subject to court termination of his relationship. In essence, the rule in Illinois is that a father's parental rights are not dependent on the relationship he has with his child, but rather, on a law which ignores the nature of their relationship. …
