Hezekiah Niles was born in 1777 in Chester County, Pennsylvania, where his parents had fled for safety before the Battle of Brandywine. After the period of danger passed, the Niles family once more took up their residence in Wilmington, Delaware. Niles spent his boyhood days here and apparently received most of his education in the Friends School. The fact that his father had been disowned by the Quaker congregation casts some doubt upon the place of the youth's education. The transmission of abolitionist literature through the United States mails was one of the issues which early involved the national government in the slavery controversy and one which intensified the bitterness between North and South. In spite of the fact that there had been a movement among some southerners, even stronger than any in the North, to eradicate slavery, the introduction of this literature into the South did much to weld the Southerners together as a unit, in defying the North and the federal government--and in defending the doctrine of states' rights and the institution of slavery.

The history of industrial and personnel psychology contains a large amount of literature of the investigations made of personal traits and characteristics, individual differences, and of the psychological tests which measure these factors. More recently personnel and industrial psychologists have become interested in other phases of research. The employee in industry has increasingly become the focal point in investigations and discussions and at present personnel interrelationships and the dynamics of the working situations are attracting the attention of a number of psychologists. The Myxomycetes, because of their naked, mobile mass of protoplasm have served biologists and chemists as material for the study of the char­acteristics of protoplasm. The typical life his­ tory of such an organism may be summarized as follows: The vegetative phase in the life history consists of a naked mass of protoplasm, to which Oienkowski (9) applied the name "plasmodium". Little is known about the life of Charles Sanders Peirce and perhaps even less about his system and place in the history of American philosophical thought. Somewhat superficially we recognize that he influenced the pragmatism of William James, but even here, were the facts known, the influence would be exceedingly remote, owing to James's own misinterpretation of' Peirce's leading ideas. Excerpt: "From the beginning of the Civil War April 15, 1861 and through most of 1862, the War Department was reluctant to use Negro soldiers. This reluctance was based on fear that such action would drive the Border States out of the Union. Finally, Congress passed two acts on July 17, 1862, which gave the President power to use Negroes in any manner he saw fit. Lincoln, however, still refused to sanction the utilization of Negroes as soldiers. In spite of this, Senator James H.
