The Question Of The Recent Expulsion Of Rwandans From Tanzania, Charles Gasarasi

From 2000 to 2006, more than 33,000 Rwandan immigrants were expelled from Tanzania. Most of them were expelled without regard to international conventions on rights and duties of countries that host legal or illegal immigrants. Tanzanian authorities accused the expelled persons of illegal settlement and implication in various crimes. The expelled immigrants, on the other hand, deplore acts of injustice, corruption, humiliation and theft of their goods perpetrated against them by Tanzanian local and regional authorities of Kagera Region. For the first time since 1965, Congolese have elected their representatives and leaders in 2006 and 2007. Since 2005, President Nkurunziza has not kept his promise to conclude peace agreement with Palipehutu-FNL. Palipephutu has not given up its ethnist ideology since its foundation. Its fight for the hutu cause has not considered the political change since the Arusha peace agreement. The Nairobi Pact of October 15th, 2006 on Security, Stability and Development in the Great Lakes Region is achieved through long effort and process in the framework of the International Conference on the Great Lakes Region. This paper attempts to highlight the conditions of its inception and formulation process. However, in order to go beyond the achievements in policy formulations, the International Conference on the Great Lakes Region requires a great commitment of leaders and peoples of the region as well as the international solidarity.

Understanding The Conflicts In The Great Lakes Region: An Overview, Anastase Shyaka

This paper discusses factors underlying internal and international conflicts in the Great Lakes Region of Africa. The systematic analysis of causal factors focuses on the following: Colonial legacy; inadequate political systems and political parties' cleavages; poor management of transitions and foreign negative interferences. It argues that the combination of these factors has led to the recurrence of conflicts and ineffectiveness of peace building instruments.
