This study uses data from the 1998-2014 National Longitudinal Survey of Public Health Systems to examine: (1) the extent and nature of change in inter-organizational contributions to public health activities, which we use as indicators of public health “system capital”; and (2) the effects of these changes on preventable mortality and resource use. …

Considerable uncertainty persists about the resources required to implement public health programs and policies, and about the factors that drive variation in resource needs and utilization across community and institutional settings. This paper reviews several alternative approaches to cost estimation that we have used in the field of public health services & systems research (PHSSR). This review was prepared for an expert panel meeting convened as part of a study commissioned by the U.S. Assistant Secretary for Planning and Evaluation (ASPE) to estimate the costs associated with public health emergency preparedness capabilities.

More than half of all public school children live in low-income families. As the number of poor children has risen, so has the number of children who attend high-poverty schools. According to 2012 data, the most recent available, 1 in 5 children attend a school where at least 75 percent of students qualify for free or reduced-price lunch—up from 12 percent just 12 years ago. Concentrated poverty is most prevalent in urban areas, where 34 percent of students attend high-poverty schools. Gender inequality affects many women in the workplace creating a wage gap. If found, a solution to this problem could dismantle barriers and close the gap. The extent to which women are aware of the glass ceiling and where to find help was studied through an online survey. One hundred and thirty eight women from the public, non-profit and private sectors completed the six-question survey. The results show that women in the non-profit sector are more likely to know of the glass ceiling but also are more likely not to know where to find help when compared to the other …

Many government bodies have raised concerns regarding preservation of existing public roadway systems from infrastructure damage, and roadway degradation in particular, due to the impact of fracking-related truck traffic on roads that are simply not designed for that level and intensity of usage. This significant heavy usage imposes both immediate and long-term cost burdens on taxpayers, and can create unfunded liabilities for the wide range of levels of government (jurisdictions) responsible for maintaining the roadways (from township to federal). This acceleration in roadway consumption has manifested a financial need that is not easily funded by traditional fee mechanisms.

This study analyzes funding acknowledgments in scientific papers to investigate relationships between research sponsorship and publication impacts. We identify acknowledgments to research sponsors for nanotechnology papers published in the Web of Science during a one-year sample period. We examine the citations accrued by these papers and the journal impact factors of their publication titles. The results show that publications from grant sponsored research exhibit higher impacts in terms of both journal ranking and citation counts than research that is not grant sponsored. The Institute of Medicine’s 2012 report on public health financing called for the convening of expert panels to identify the components of a “minimum package” of public health services and cross-cutting capabilities that should be available in every U.S. community to protect and improve population health. This report also called for studies to identify the resources required to make these services universally available across the country. This research brief describes the research methodology in use to generate first-generation estimates of current resource use and estimated resource needs for implementing foundational public health services and capabilities.

This brief describes the methodology for defining Comprehensive Public Health Delivery Systems using data from the National Longitudinal Survey of Public Health Systems. The systems meeting this definition have been shown to deliver a broader range of recommended public health services, using fewer resources, than the more prevalent types of U.S. public health systems that do not meet this definition. Over time, comprehensive systems are associated with larger gains in population health status than are their counterparts.

In order to address the growing problem of obesity in the state of Michigan, Michigan implemented Public Act 231 of 2008 (Senate Bill 294, Amendment to the Commercial Rehabilitation Act) (hereinafter referred to as “Public Act 231”). Public Act 231 introduces a property tax incentive that seeks to increase access to affordable, healthful foods in rural and low-income urban areas (S. 294, 2008). This study analyzes the goals, nanotechnology experience, corporate social responsibility and products of 50 USA-based companies working with nanotechnology to see if they are developing products that help low-income populations. Out of the top 50 R&D companies that publish and patent nanotechnology research in agri-food, energy and water sectors, 18 of them do not mention nanotechnology on their websites. The other 32 companies discuss nanotechnology in varying degrees. However, only two of the companies relate their nanotechnology R&D to poverty alleviation.
