En Colombia la legislación que condena el delito empezó su recorrido desde el Código Penal de 1980, en donde se castigaba con penas de prisión de 2 a 6 años a todo aquel que promoviere la entrada o salida del país de mujer o menor de edad para ejercer la prostitución. Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Annual reports play a significant part in the process of governance. In addressing performance, the annual report will typically convey a sense of organizational identity, record achievements and explain key public service processes. The current dominance of new public management (NPM) approaches to measuring performance is of great significance in influencing how police services construct annual reports. For the reader of annual reports wishing to inform themselves about the performance of a public service organization the ‘story’ is of crucial importance. Considerable variation is found with respect to the four 'performance stries' examined.

How to balance work and life along the continuation of economic globalization and post industrial transformation has been the research focus of social policy academics. This article examines the institution of parental leave and its reform program in Taiwan from Nancy Fraser’s perspective dualism-redistribution and recognition. The research result appears that the policy and reform program can’t make men to share the family care work on the perspective dualism. It is the key point that makes men and women undertake the employment labour and care work through the joint participation for future reform.

This article proposes a new state-based policy – interstate environmental impact assessment – that builds on the National Environmental Policy Act’s Environmental Impact Statement process to address interstate environmental harms. Interstate environmental harms, which occur when decisions or actions in one state produce negative environmental impacts in another state, have challenged American environmental law for over a century. Interstate environmental impact assessment would provide a procedural mechanism for an affected state and its citizens to influence the source state and minimize or prevent interstate environmental harms. Damit rückt auch die Vision einer umfassenden »In- formatisierung« und »Vernetzung« der Welt durch ubiquitäres Computing (Ubi- Comp) näher. Die technischen Voraussetzungen hierfür sind bereits geschaffen. Durch drahtlos kommunizierende Prozessoren und Sensoren, die – immer win- ziger, leistungsfähiger und energieeffizienter – in fast jeden Gegenstand inte- griert werden können, dringt die Informations- und Kommunikationstechnik in so gut wie jeden Bereich des gesellschaftlichen Lebens und Arbeitens vor. Innovation For The Manchester City Region: A Discussion Paper, Philip Shapira, Michael Luger, Elvira Uyarra, Chiara Marzocchi

After considering what is meant by innovation, we conceptualize the uses and sources of innovation at the level of a city-region. We suggest that this conceptualization, drawing on frameworks available in the literature, can provide a useful basis both for interpretation and policy operationalization. We then consider examples from practice, drawing on mini-case studies of innovation strategies in selected multi-area metropolitan agglomerations in other countries. This leads to a discussion of grand challenges and implementation problems of innovation facing the Manchester city-region. Finally, we consider implications strategy development and for the Manchester city-region innovation prospectus itself.

The recent history of the Duwamish River in Seattle, Washington, demonstrates a typical pattern of racism and class discrimination in land use policy. Historical images document the changes in land use as European-Americans took over the area and concentrated industrial activities there. GIS analysis clearly portrays the concentration of toxic sites in areas populated by poor people and people of color. Hope for future cleanups rests on community mobilization.
