This paper outlines a theory of project appraisal wherein the neoclassical premises of conventional cost-benefit analysis are replaced by their Keynesian counterparts. The paper shows how the social rate of return on investment, the private and social rates of discount, and other concepts used in cost-benefit analysis may be modified to take account of the income externalities generated by the multiplier, mark-up pricing, and the causal priority of investment over saving.

Mental health parity legislation could substantially reduce the degree to which financial responsibility for the treatment of mental illness is shifted to government, especially state and local government. There is substantial evidence that both mental health and addictions treatment is effective in reducing the utilization and costs of medical services. There appears to be a lack of substantial evidence to discourage Florida from pursuing mental health and substance abuse parity legislation.

The briefs outline the basic issues, potential benefits, and experiences of other states that have developed and/or implemented parity legislation covering behavioral health services, including mental health, alcohol, and/or substance abuse services. For the acceptance of future network-based media services the technical advancement of the man-machine interface is of great importance. The Fraunhofer Institute for Systems and In- novation Research (ISI) in Karlsruhe has conducted an expert survey on different acceptance factors, on the future development of media usage behavior, on network infrastructure and terminal devices as well as on the expected market development. Drawing on the results we point out perspectives in the light of today’s user needs and the technical possibilities.

This article reviews the shaping forces in the last 30 years of Internet develop- ment. A case in point is the convergence of media, computers and telecom, of which the Internet has always been an important aspect. Abductive reasoning takes place in forming "hypotheses" in order to explain "facts." Thus, the concept of abduction promises an understanding of creativity in science and learning. It raises, however, also a lot of problems. Some of them will be discussed in this paper: After analyzing the difference between induction and abduction (1), I shall discuss Peirce's claim that there is a "logic" of abduction (2). The thesis is that this claim can be understood, if we make a clear distinction between inferential elements and perceptive elements of abductive reasoning. Tench Coxe, a member of the second rank of this nation's Founders and a leading proponent of the Constitution and the Bill of Rights, wrote prolifically about the right to keep and bear arms. In this Article, the authors trace Coxe's story, from his early writings in support of the Constitution, through his years of public service, to his political writings in opposition to the presidential campaigns of John Adams and John Quincy Adams.
