Savings aggregating millions of dollars annually have been made possible.by fundamental improvements of a Government-wide nature and the modernization and streamlining of accounting methods and systems of individual departments and agencies. The impetus for instituting these changes in fiscal procedures was provided in the recommendations of the Hoover Commission as submitted to Congress February 15, 1949.

With the increasing pressure of the American way of life, increased tension and anxieties of our fast civilization, and increased pressure of the advertisements of the liquor industry on billboards, magazines, radio, and newspapers, the alcohol problem has been steadily increasing. It is estimated that two-thirds of the alcoholics begin their drinking while in high school. It would appear then that the high school is the proper place in which to prepare the future citizens to solve their problems in an intelligent and unbiased manner.

It is the purpose of this study to present and discuss tax questions peculiar to changes in partnership interest under the provisions of the Federal Income Tax Law. The ever-increasing trend toward improved industrial efficiency creates the problem of supplying capable executives. The supply of executive manpower in business corporations ever needs replenishing. Expansion of operations, retirements, and other circumstances cause executive demands and vacancies which must be filled. The purpose of this study was to discover the truth concerning the relative well-being of tobacco farmers insofar as that well-being has been dependent upon the production of a specific commodity, tobacco. The conclusion reached may be stated quite simply: the tobacco grower has been in a relatively favorable position since 1911 as measured by his terms of exchange and as compared with the growers of previously specified commodities. In the United States, in 1953, the manufacture of band instruments in well established with a large part of the industry centered in Elkhart, Indiana. Three major problems will be considered in this thesis: Why the band instrument industry was started in Elkhart, what factors led to the growth and expansion of the industry, and why, after almost eighty years, Elkhart has retained its prominence as the nation's band instrument center.

The purpose or this paper. is to show that the decline in the Volume of tonnage handled by the Port of San Francisco from 1931 to 1952 is chiefly attributable to the tremendous economic growth of California since 1940. One of the basic problems in labor-management relations is the determination of proper wages for each job, so the worker can be assured of receiving fair compensation for the work he is required to do. Management and workers have always classified jobs in some manner when setting rates or determining if these rates were just, but usually the classification consisted of spur-of-the-moment decisions rather than a well defined and understood, written plan.
