The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. In this thesis I offer a potential bridge to this divide with a comprehensive study on how issue frames can impact how individuals shape their opinions on environmental issues. Focusing on a national security frame, I ask the central research “Will the public perceive issues of climate change differently when they are framed as threats to national security?” For this thesis I design an original experimental survey to measure the impact security framing has on participants’ perception of both climate change and environmental policy options. Domestic Resource Mobilization (DRM) is "the generation of government revenue from domestic resources, from tax and non-tax sources (royalties, licenses, levies or other income)" (European Commission, 2010). As Nigeria continues to grapple with the unprecedented rise in Internally Displaced Persons (IDPs), interventions for IDPs is now a humanitarian priority. This paper examines the social perceptions of IDPs, humanitarian responses bordering around building long term solutions, provision of specific needs for integration, voluntary return, fighting trauma, and economic isolation. It further recommends how responses should be better harmonized for sustained impact, with an ultimate goal to have IDPs return back home to normal or improved levels oflife - providing safety and security, sustained livelihoods, employment, housing and shelter, as against settling perpetually in camps.

Peacebuilding consists of a set of physical, social, and structural initiatives that are often an integral part of post-conflict reconstruction and rehabilitation. It actively works to promote a culture of peace, intercultural dialogue and non-violent conflict transformation. Because of social exclusion, lack of opportunities, slow implementation of public policies that promote reparation and reconciliation, young people become exposed and vulnerable to armed or political recruitment, as a result, they are considered perpetrators of crime instead of peacebuilders. This article argues that there is a crisis of sustainable development. Sustainable development may mean a value system, but also may mean a set of societal development processes, manifested in political economy and culture. One crisis of sustainable development in either meaning arises from a combination of elements under neoliberalism. We stress three. (1) Sustainable development includes complex demands about justice. These involve conflicts among neoliberal justice and rival more philosophically plausible concepts of justice.
