Road To Recovery: Recidivism And The Mclean County Drug Court, Julia Neaves

This study explores the effectiveness of the McLean County Drug Court at reducing time to recidivism using survival analysis techniques. Data on 146 drug court participants was collected using the county’s proprietary case management systems. Findings suggest that length of drug court programming significantly reduces time to recidivism. Unfortunately, black offenders and offenders with prior criminal history were found to return to the prison system more rapidly than other groups, suggesting that drug court programming may not be addressing the greater systemic issues present in the criminal justice system. This study focuses on Palestinian identity in refugee camps and their international representation of rights by the PLO. The goal of this research is to understand how the meaning of the Right of Return has developed through generations of Palestinian refugees residing in camps, in contrast with the international community discourse presented by the PLO on this topic.

For over a decade, Vietnam ranked in the top ten countries providing the most children for intercountry adoption (ICA), sending almost 11,000 children abroad since 2003 (U.S. State Department, 2015). It is likely that many of these children, however, were not orphans; evidence reveals that a lucrative baby-buying industry falsified information and trafficked children for years in order to meet the high international demand for healthy infants.
In this paper, I relate this history of ICA fraud to contemporary child sponsorship in Vietnam. I find that ICA and child sponsorship are intertwined in two contradictory ways. First, child sponsorship programs …

This study examines the impact that violence has on an underserved community and its opportunity for revitalization. It attempts to reveal and analyze significant differences of opinion among residents, politicians, and other stakeholders in the Englewood community of Chicago, focusing primarily on what is needed to revitalize the community and reduce the level of violence in it. The forcible transfer of indigenous children in North America and Australia are part of a global phenomenon that consisted of the kidnapping, trafficking, removal, and identity changes of children of particular groups.
Article II(e) of the United Nation Convention on the Prevention and Punishment of Genocide prohibits the forcible transfer of children of a group to another group (FTC). The FTC echoes domestic and international legal norms and policies for the protection of children since early twentieth century. Behavioral public choice is the study of irrationality among political actors. In this context, irrationality means systematic bias, a deviation from rational expectations, or other departure from economists’ conception of rationality. Behavioral public choice scholars extend the insights of behavioral economics to the political realm and show that irrational behavior is an important source of government failure. This Article makes an original contribution to the legal literature by systematically reviewing the findings of behavioral public choice and explaining their implications for the law and legal institutions. Civil war dominates conflict in the modern era. An effect of this is a large number of refugees, who flee from war-torn countries in favor of lands where they can live in safety. This paper examines the extent to which the number of these refugees is affected by the number of civil wars a country has had in a year. Previous literature suggests that civil wars increase destruction in a state and threaten people’s lives, which encourages migration out of a warring country. Established in 1963, the Presidential Medal of Freedom (PMOF) is the nation’s highest civilian honor. Presidents award the Medal at their discretion to “any person who has made an especially meritorious contribution to (1) the security or national interests of the United States, or (2) world peace, or (3) cultural or other significant public or private endeavors” (Executive Order 11085). Using an original database of all 1963-2013 PMOF recipients, we analyze how presidents exercise this symbolic unilateral power. In particular, we find that Democratic and Republican presidents differ in their recognition of various categories of achievement. Also, presidents have awarded …

The state of the environment is receiving increasing attention. Environmental quality’s possible relationship to violent conflict attracts both popular and academic interest. Prior research has found support for the idea that environmental scarcity is related to higher occurrences of civil war. There have been few comprehensive quantitative studies regarding this relationship. This study tests a more general argument that higher environmental quality can lead to fewer occurrences of internal armed conflict. The study utilizes an environmental performance index found in the Quality of Government Standard Dataset to test its hypothesis.
