Recent publications have contributed to increase the perception among Hispanics of an unfair and unequal treatment of this community by the US Criminal Justice System. One of the major concerns was the claim that Hispanics are incarcerated before conviction nearly twice as often as Whites. Unfair treatment perception by the population reduces legitimacy of police and government, and thus, it is imperative to analyze these uninvestigated allegations. This study provides a formative evaluation of the Older Americans Act (OAA) Senior Nutrition Program, Peace Meal. Peace Meal provides home delivered and congregate meals for older adults in 14 counties in east central Illinois. The East Central Illinois Area Agency on Aging (ECIAAA) is a funding source for Peace Meal and advocates that the OAA Senior Nutrition Program help older adults have improved food security and reduced social isolation. This study serves as a formative evaluation of the Bloomington-Normal-McLean County, IL region’s entrepreneurial ecosystem, which the development thereof is a tactical strategy outlined in the recently created Bloomington-Normal economic development plan (also known as BN Advantage). An entrepreneurial ecosystem is a network comprising of entrepreneurs, supporting organizations and entities such as investors, governments, universities and various other organizations with a focus on economic development. A defining feature of public sector employment is the regular change in elected leadership. Yet, we know little about how elections influence public sector careers. We describe how elections alter policy outputs and disrupt the influence of civil servants over agency decisions. These changes shape the career choices of employees motivated by policy, influence, and wages. Using new Office of Personnel Management data on the careers of millions of federal employees between 1988 and 2011, we evaluate how elections influence employee turnover decisions. We find that presidential elections increase departure rates of career senior employees, particularly in agencies with divergent …

In 2011, millions of Yemenis calling themselves the Peaceful Youth joyfully joined the “Arab Spring.” Four years later, popular aspirations for social justice and a serious attempt at national dialogue were thwarted by deadly domestic power struggles. When the pro-Saudi, US-supported government fled to Riyadh in April 2015, the Kingdom led a multinational military intervention inside Yemen. By December, daily bombardment had killed thousands of fighters and civilians, injured and displaced hundreds of thousands, and decimated homes and infrastructure. Focusing on the steel industry during the post-communist transition from 1989 through 2009, Aleksandra Sznajder Lee traces the transformation of flagship state enterprises in the Czech Republic, Poland, Romania, and Slovakia into the subsidiaries of large, international corporations. By analyzing this transformation at the three levels of enterprise, sector, and national-international nexus, she identifies the players—from international investors and European Union members to national labor unions and local industry managers—in the political economy of reform. Some U.S. small and medium enterprises (SMEs) participate in trade missions but return with no results. Accordingly, some researchers question the effectiveness of these export promotion programs. The purpose of this qualitative descriptive study was to explore the experiences of SME representatives who had attended a trade mission to South Africa. The research question explored the strategies that SME leaders required to successfully export their goods and services after a trade mission using the conceptual framework of resource-based theory. Relationship building is a fundamental component to develop successful businesses, although corrupt purchasing executives pay bribes in excess of $1.5 trillion dollars annually. The participants for this case study consisted of 10 national sales managers who have successfully implemented strategies to train suppliers in relationship building in a hotel in Greensville, South Carolina. The focus of this study was the organizational working environment and existing partisanship evident in the United States Congress. There has been a reduction in the number of laws passed over the last 30 years from a high of over 1,000 to a low of around 120, with a period of complete government shutdown in 2013. This qualitative research utilized qualitative content analysis to discover the nature of partisan conflict as demonstrated by 6 members of Congress. Advocates of restricted immigration usually make an exception for refugees who are described as having special claims to admission on humanitarian grounds. This chapter raises doubts about the plausibility of the distinction between refugees and economic or other non-humanitarian migrants. It argues that the distinction is difficult to draw conceptually and that the institutions designed to serve the interests of refugees in fact aim to limit their capacity to move despite claims that they are intended to serve refugee interests. This paper explains the reason why the hitherto statist country, Korea, has carried out significant decentralization since the 2000s. In explaining the motivation for decentralization, extant literature has focused on the role of parties, bureaucratic politics, democratization, or territorial interests. Yet there is still limited explanation of how the decentralization laws in Korea could be successfully passed in the 2000s, while cental stakeholders still persisted. Of all the countries identified as rising powers on the world stage, Brazil appears to have drawn considerable economic and political strength from its engagement with various forms of regionalism during the expansionist years when Lula was president. One Swallow Does Not Make Spring: A Critical Juncture Perspective On The Eu Sanctions In Response To The Arab Spring, Andreas Boogaerts, Clara Portela, Edith Drieskens

This article examines to what extent the Arab Spring constitutes a critical juncture – a major turning point – for the EU’s sanctions policy towards Egypt, Libya, Syria and Tunisia. Based on a multidimensional critical juncture operationalization, we find that the Arab Spring only constitutes such a turning point for the EU’s sanctions policy towards Syria. Both the level and nature of measures differ substantially from previous years. By contrast, the EU’s sanctions practice towards Libya, Egypt and Tunisia shows more resilience. More generally, changes in the nature of the measures are prominent, whereas changes in the level of the …
